The project involves demolishing and replacing fire alarm systems for 44 buildings, including the installation of two Monaco D-21 supervising stations and outside plant fiber optic cabling to create a communication backbone. Interested prime contractors are required to submit a comprehensive 5-page capabilities package by April 11, 2025, at 2:00 PM AST to michelle.nelsen@usace.army.mil. The evaluation will focus on firms demonstrating relevant experience as prime contractors, with specific requirements to provide business details, past project information, single project bonding limits, and organizational resources. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.

The estimated project value ranges between $20 million and $30 million, representing a significant infrastructure investment for the military installation. The scope of work requires contractors to provide comprehensive management, tools, supplies, parts, materials, equipment, transportation, and trained labor for the entire fire alarm system replacement project. Contractors must demonstrate the capability to be available on an as-needed basis and have sufficient organizational flexibility to handle the complex multi-building replacement work. The project is planned for fiscal year 2025 and will involve comprehensive system upgrades across 44 buildings on the remote Shemya Island location.
