About this opportunity
The Defense Logistics Agency Aviation is conducting market research through a Sources Sought Notice to identify alternative manufacturers for 14 National Stock Numbers (NSNs) related to aircraft parts and auxiliary equipment, specifically for KC-135 components. This is not a solicitation but rather an informational notice designed to determine if companies other than the current approved source can manufacture or legitimately obtain these items. Respondents interested in becoming an approved source must submit a Source Approval Request (SAR) package through the DoDSafe system by emailing dlaavnsmallbus@dla.mil with the subject line "Request a SAR Drop Off," providing their CAGE code, the relevant NSN, and contact information. The evaluation will focus on whether prospective contractors can demonstrate manufacturing capability to meet or exceed the quality standards of the currently approved item. The pre-solicitation notice was posted on April 2, 2026, with a response due date of April 8, 2026, providing a limited window for companies to express interest in the Source Approval process.
This Sources Sought Notice includes no set-aside designations, and Boeing (CAGE 0PXV4) is currently the sole approved source for all 14 items being evaluated. The government has not disclosed specific award values or budget ranges associated with this market research effort. The notice emphasizes that this announcement does not constitute a commitment to award a contract, and no funds are available to compensate respondents for preparing submissions. The referenced attachment contains a cross-reference list of 30 NIIN and AMPL part number entries, though only 14 NSNs are explicitly mentioned as the focus of this sources sought effort. Prospective contractors must understand that any NSNs determined to have legitimate alternative sources will not be considered for future procurement under this Sources Sought, and Government Source Approval is mandatory prior to any contract award.
Notice text
Defense Logistics Agency (DLA) Weapons Support (Richmond) is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies can manufacture (or legitimately obtaining) the attached 14 NSNs (see PDF attachment). THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BOEING, CAGE 0PXV4. NSNs found not to be sole source will not be considered for future procurement under this Sources Sought.
This Sources Sought Notice is for informational purposes only. This is not a request for an offer. This does not constitute as a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
If your company desires to be reviewed and qualified as an "Approved Source" for this item, please submit an application package through the Source Approval Request (SAR) Program. A SAR package contains all the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring.
These items require Government Source Approval prior to award. THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BOEING, CAGE 0PXV4. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA Weapons Support can only receive Source Approval Requests (SAR) through DoDSafe link due to internet/web safety concerns per Engineering. To submit your SAR, please send an email to: dlaavnsmallbus@dla.mil, subject line "Request a SAR Drop Off". Include CAGE code, the NSN, and the email address where you want to receive the DoDSafe link. After DLA Aviation Small Business receives your email request, a DoDSafe drop off will be returned, where you can download your SAR file and return.
