About this opportunity

The 502d Contracting Squadron at Joint Base San Antonio Randolph is issuing a Special Notice for a sole source procurement of specialized blast media. The Department of the Air Force Air Education and Training Command intends to award a firm-fixed-price purchase order to Midvale Group, Inc. for 52 drums (300 pounds each) of Archer-Daniels-Midland E-Strip GPX 20/50, Starch-G Acrylic Blast Media. This procurement falls under Federal Acquisition Regulation Parts 12 and 13 for commercial products and simplified acquisition procedures. The blast media must comply with military specification MIL-P-85891, Grade A, Type VII and will be used for aircraft maintenance operations. The estimated total requirement is 15,600 pounds of this specialized abrasive material.

The purpose of this procurement is to obtain blast media specifically required for removing paint from T-6 and T-38 aircraft during maintenance operations, as mandated by technical orders. The sole source justification is based on Archer-Daniels-Midland being the only manufacturer currently listed on the Air Force's Qualified Products List for this specific type of blast media, with Midvale Group serving as their authorized distributor. Interested parties may submit capability statements via email to the designated contracting officers by September 2, 2025, at 12:00 PM CST, though this notice is not a request for quotes or proposals. The government will evaluate any responses solely to determine whether to conduct the procurement competitively, but retains full discretion to proceed with the sole source award. Companies must demonstrate they can fully meet the military specification requirements and provide the exact media type needed for aircraft maintenance operations.
