About this file
This document is a Single Source Justification (Simplified Acquisition) for procuring GPX Acrylic Blast Media by the 502d Contracting Squadron. The procurement involves 15,600 pounds of Archer-Daniels-Midland (ADM) E-Strip GPX 20/50, Starch-G Acrylic Blast Media, packaged in 52 plastic 300-lb drums, which must comply with military specification MIL-P-85891, Grade A, Type VII. The media is specifically required for abrasively blasting T-6 and T-38 aircraft to remove old paint prior to repainting, with technical orders mandating this exact type of media.
The document justifies the single-source procurement by noting that ADM is currently the only manufacturer listed on the Air Force Corrosion Prevention and Control Office (AFCPCO) Qualified Products List (QPL) for this specific media type. The contracting activity checked with AFCPCO on 08/06/2025 and confirmed ADM as the sole qualified manufacturer. The procurement was reviewed and approved by the Contracting Officer on 08/08/2025 and the Flight/Section Chief on 14 Aug 2025, with a Purchase Request/Identification Number of F3PT735213A001. The document indicates the agency will continue monitoring the market for potential additional approved vendors.

Single Source Justification (Simplified Acquisition)
Section A: GeneralContract Information Contracting Activity: 502d Contracting Squadron (502 CONS/JBKCA) Project/Program Name: GPX Acrylic Blast Media Purchase Request/Identification Number: F3PT735213A001 Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Archer-Daniels-Midland (ADM) E-Strip GPX 20/50, Starch-G Acrylic Blast Media, 15,600 pounds packaged in 52 each 300 lb plastic drums. The media must comply to military specification MIL-P-85891, Grade A, Type VII. Estimated price includes inbound freight to Randolph.
Section C: Justification for Soliciting from a SingleSource or BrandName
We are required to abrasively blast T-6 and T-38 aircraft for the purposes of removing old paint prior to repainting. Our operating technical guidance (1T-6ABD-23, 20-50-00 Table 1, Item 4 & 1T-38C-23, Table 1-1 Item 19) specify that the abrasive blasting media must conform to specification MIL-P-85891, Grade A, Type VII. No other types of media are authorized. The Air Force Corrosion Prevention and Control Office (AFCPCO) maintains a Qualified Products List (QPL) of manufacturers that have been tested and meet Air Force requirements and first article requirements of military specification MIL-P-85891 for Plastic Media Blast (PMB). Archer Daniels Midland (ADM) is the only manufacturer listed on the QPL for Type VII media (sold by ADM as GPX Starch-g). ADM has authorized Midvale Environmental Technologies (Midvale) as their authorized distributor.
Section D: Efforts to Obtain Competition
Currently, the only authorized vendor of product meeting this spec is Archer-Daniels-Midland. We checked with the AFCPCO on 08/06/2025 to see if there had been any updates to approved vendors for this product and they verified that ADM is currently the only qualified manufacturer of qualified media. AFCPCO provided us with the qualified products list which we have provided.
Section E: Steps to Preclude Future Single Source or BrandName Awards
Per AFCPCO representatives, the current QPL for MBU remains in effect until further notice. Until that time, 12 FTW/MX will continue to purchase the ADM Type VII media as needed to meet mission requirements in accordance with applicable Technical Order. We will stay in contact with AFCPCO so that if/when other manufacturers enter the market as approved sources, we will be ready to take advantage of other company product offerings. We will continue to monitor the market for approved vendors.
Section F: Technical Personnel Certification of Accuracy The supporting data, which forms the basis of this justification, has been certified to be complete and accurate to the best of my knowledge and belief, and by the appropriate management level of my organization.
