About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting market research to identify potential contractors for Tactical Navigation (TACAN) 710E Electronically Scanned (E-SCAN) Antenna Flight Inspections. The primary objective is to locate a contractor capable of performing flight inspections using the AN/TRN-41 Man-Portable TACAN system, meeting Federal Aviation Administration (FAA) 8200.52A and International Civil Aviation Organization (ICAO) Annex 10 standards. Contractors must provide an aircraft capable of performing TACAN flight inspections within the 962MHz to 1213MHz frequency range and supply calibrated measurement equipment that can store and produce raw data in graphic format with accompanying reports. The market research responses are due by February 21, 2025, and must be submitted to Kimberly Simms via email, including a Capability Survey and Rough Order of Magnitude (ROM) pricing. Evaluation will focus on contractors' expertise, capabilities, and experience in conducting these specialized flight inspections.
The pre-solicitation notice indicates no specific set-aside designations, meaning both large and small businesses are encouraged to respond, with joint ventures and teaming arrangements welcomed. While no specific incumbent is mentioned, the contract is anticipated to be a Firm Fixed Price type, potentially within the Professional, Scientific, and Technical Services sector (NAICS 541330) with a $25.5 million size standard. No security clearances are required for this opportunity, though contractors should anticipate travel being necessary to complete the inspection services. The government will provide access to necessary information, materials, and equipment for the flight inspections. Importantly, participants are cautioned that this market research does not guarantee future solicitation or contract award, and the government will not reimburse any expenses associated with survey participation. The project involves flight inspection services for the TACAN 710E E-SCAN Antenna, utilizing the AN/TRN-41 system to ensure navigation equipment meets stringent aviation standards.
