About this opportunity
The USDA Rural Development Single Family Housing Program is seeking to procure recording management services for lien releases across all 50 states and U.S. territories through a Request for Information (RFI) posted on December 9, 2025, with responses due by December 24, 2025. The contractor will be responsible for electronically or manually submitting lien release documents to county recorders within two business days of receipt, maintaining a secure web-based e-recording system with separate login credentials for approximately XXX USDA users, and providing comprehensive audit trails and document status tracking. Key qualifications include the ability to serve all geographic locations nationwide, experience with commercial recording services, and demonstrated capability to support all agency time zones including U.S. territories such as Guam and Puerto Rico. The evaluation criteria emphasize business identification, GSA contract holdings, geographic coverage capabilities, service experience, and pricing models. It is important to note that this is an RFI only and does not constitute a formal Request for Proposal; the government is not committing to award a contract and will not reimburse respondents for their submission costs.
This procurement carries no set-aside designation and involves no identified incumbent contractors at this stage of the process. The contract will operate on a 12-month performance period with the contractor responsible for paying recording fees upfront and including those costs in monthly billing summaries to USDA Rural Development. No specific award value or budget range has been disclosed in the RFI materials. The contractor must provide monthly billing documentation and maintain detailed tracking of all recorded documents, including data fields such as federal district, county, package name, grantors, grantees, and estimated fees. If the government decides to proceed with a formal solicitation following this information-gathering phase, it will be posted on the System for Award Management (SAM), and interested parties should monitor that platform for future developments and additional contract details.
