About this opportunity

The procurement includes the design, development, and fabrication of the OTPS along with Specialized Test Equipment (STE), Specialized Repair Equipment (SRE), and supporting logistical data including a Level III Technical Drawing Package and repair procedures. The contracting agency intends to award a firm-fixed-price contract under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, justifying the sole-source approach based on BAE Systems' position as the original designer, developer, and manufacturer of the E-2D Advanced Hawkeye AN/APX-122A Interrogator System. While this notice explicitly states it is not a request for competitive proposals, the government will consider all responses received within fifteen days after publication on April 21, 2022, with a due date of May 5, 2022. Registration in the System for Award Management (SAM) is mandatory for any potential respondents seeking consideration.

This procurement opportunity carries no set-aside designation and targets the sole-source award to BAE Systems (CAGE 80249), who serves as the incumbent contractor with exclusive system knowledge and technical expertise for the E-2D Advanced Hawkeye platform. The contract falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing and PSC code 6650 for Optical Instruments, Test Equipment, Components and Accessories. The government emphasizes that BAE Systems is the only source capable of fulfilling this specialized requirement due to their original equipment manufacturer status and proprietary technical knowledge. The notice includes standard disclaimers that the information is subject to change and does not bind the government to issue a solicitation or award, while noting that any determination not to open the requirement to competition will be made solely to assess whether competitive procurement should be conducted. No specific contract values, quantities, or performance timelines are disclosed in this pre-solicitation notice.
