The U.S. Army Corps of Engineers, Walla Walla District, is issuing a notice of intent to sole source elevator maintenance services for Dworshak Dam. The procurement covers routine and nonroutine maintenance for elevators located in five areas: Powerhouse, Visitor Center, North Tower Upstream, North Tower Downstream, and South Tower. The contract structure is a hybrid Firm Fixed Price and Time and Materials arrangement requiring monthly, quarterly, semi-annual, and annual inspections including lubrication, cleaning, adjustments, and equipment checks. This procurement is set aside for Women-Owned Small Business concerns under NAICS code 561210 with a size standard of $47 million. The government intends to sole source the contract to Vertical Options, a women-owned small business that currently serves as the elevator contractor for four of seven district projects. The anticipated contract value is under $4 million with a primary maintenance contract line item having a not-to-exceed ceiling of $30,000 for nonroutine maintenance and a secondary contract line item of $10,000. The contract includes a base year from July 2025 to June 2026 with two optional one-year extensions through June 2028. Performance will take place at the Dworshak Dam facility in Ahsahka, Idaho. The sole source justification is based on market research from an Elevator Industry Day held March 11, 2025, which revealed limited qualified vendor availability with only two small businesses capable of providing the required services.

Notice of Intent to Sole Source for Dworshak Dam Elevator Maintenance Services
In accordance with FAR 19.1506(b), Women-Owned Small Business Program sole-source awards, the U.S Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit on a sole source basis for Dworshak Dam Elevator Maintenance Services. FAR 19.1506(b)(1) states the Government SHALL consider an award to a WOSB on a sole source basis before considering a total small business set aside.
Based on the quotes received from similar contracts and market research, the Contracting Officer does not have a reasonable expectation that offers would be received from two or more capable WOSB concerns (FAR 19.1506 (b) (2)). As such, the Government plans to resolicit and sole source IAW FAR 19.1506.
The North American Industry Classification System (NAICS) for this requirement is 561210, Facilities Support Services.
This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and requests for such a document will not be honored. No award will be made on the basis of offers received in response to this notice.
