About this opportunity

The U.S. Army Corps of Engineers Walla Walla District is seeking to procure seven Mercury Marine Verado outboard motors for multiple government vessels at the Dworshak Project in Idaho. The solicitation (W912EF25Q0012) requires five standard and two counter-rotating 250 horsepower motors with specific technical specifications, including right-hand rotation propellers, V8 configuration with 4.6-liter displacement, and black cowling covers. Contractors must provide motors with 1-year warranties and complete a mandatory 30-minute commissioning test after installation. The procurement will be evaluated on a best-value basis, with proposals originally due on April 18, 2025, but subsequently extended through multiple amendments to May 14, 2025, at 12:00 PM PDT. Potential offerors are required to attend a mandatory site visit on May 8, 2025, at Bruce's Eddy to understand installation requirements and vessel specifications.

The contract is set aside exclusively for small businesses, with a preference for service-disabled veteran-owned small businesses (SDVOSB). The estimated contract value is approximately $169,726.70, with potential additional modifications for vessel in-cab controls and hydraulic steering components estimated at $10,800. Delivery is expected within 6 weeks after contract award, with installation scheduled at multiple project locations including Dworshak, Almar, Burly, and Whitewater. The motors will replace existing aging equipment, with the current vessels averaging 1,500 hours of runtime and experiencing frequent reliability issues. Performance will occur in Ahsahka, Idaho, and the government will provide a forklift and operator to assist with motor removal and installation. Contractors must supply adaptor harnesses to utilize existing vessel controls and ensure compatibility with the current marine infrastructure.
