About this opportunity

The U.S. Army Corps of Engineers, Walla Walla District is seeking sources for a 1500KW Load Bank replacement for the Dworshak National Fish Hatchery located in Orofino, Idaho. The contract will be a firm fixed-price procurement for material and equipment within the Motor and Generator Manufacturing sector (NAICS 335312). Interested vendors must submit a comprehensive capability statement that demonstrates their ability to complete the project, including details about special qualifications, certifications, and technical competencies. Evaluation criteria will focus on firms' capability to meet technical specifications, delivery timelines, and overall project scope. Potential suppliers must respond by June 3, 2025, by emailing their submission to Tonya C. French, providing specific information including business size, point of contact details, UEI and CAGE codes, and confirmation of delivery capabilities.

The opportunity is designated as a Total Small Business set-aside with a small business size standard of 1,250 employees. The technical specifications require a 3-phase 480V load bank with specific performance characteristics, including PLC control, remote Modbus communication, and operational capacity in temperatures up to 120F. The load bank must be delivered within 25 weeks of contract award, with three hardcopy and one digital operations and maintenance manual included. The equipment will come with a minimum one-year warranty covering parts, labor, and workmanship, and will be delivered FOB Destination during normal operating hours. While no specific contract value was disclosed, the complexity and specialized nature of the equipment suggest this will be a significant procurement for the Walla Walla District's electrical infrastructure enhancement project.
