About this opportunity
The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations is issuing a Notice of Intent to award a single-source Blanket Purchase Agreement for DVR Autoclave Preventive Maintenance and Repair Services, with a response deadline of August 28, 2026. This is a noncompetitive award under FAR Part 12 to Avant Garde Scientific, Inc., based on market research establishing sole-source justification.
The BPA will provide preventive maintenance, emergency repair, and related support for Government-owned autoclave equipment at NIH facilities in Bethesda and Poolesville, Maryland. The autoclaves are critical to animal facility sterilization operations and NIH AAALAC accreditation. The requirement includes four preventive maintenance visits per year (approximately every 90 days), inspection and testing per manufacturer specifications, callback and emergency repair services with 24-hour response time (excluding weekends and Federal holidays), and detailed service reporting. The contractor must support multiple autoclave manufacturers—Amsco, Getinge, BetaStar, BMT, and Sterivap—and work in controlled animal facility environments with specific access and contamination-control protocols.
The anticipated period of performance runs from September 1, 2026 through August 31, 2031, consisting of a base year plus four one-year option periods. The estimated total BPA value is $359,052.00 ($67,632.00 base year; $69,660.00, $71,748.00, $73,896.00, and $76,116.00 for option years one through four, respectively). Repair parts and materials are excluded from preventive maintenance pricing and quoted separately.
Responsible sources may submit capability statements by August 28, 2026 addressing ability to support multi-manufacturer equipment, meet 24-hour response requirements, perform work in controlled NIH facilities, and provide trained personnel. The Government retains discretion to conduct a competitive procurement based on responses received.
