About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood (MICC Fort Hood) is seeking to procure a sophisticated Hyperspectral Imager Systems (HSI) for the Dugway Proving Ground. This is a sole source requirement for an advanced infrared hyperspectral imaging system capable of measuring spectral signatures of gaseous clouds and solid samples in real-time, producing 3-dimensional models. The system must be fully operational in outdoor environmental conditions ranging from 20 to 110 degrees Fahrenheit without requiring liquid nitrogen or external cooling devices. Potential offerors are invited to submit capability statements, proposals, or quotations, with the solicitation indicating that the award will be made to the most advantageous responsible offer. The key deadline for submission is June 12, 2025, at 4:30 PM, with a targeted delivery date of December 18, 2025.
The contract is not set aside for any specific business category, though it falls under the North American Industry Classification System (NAICS) code 334516 for Analytical Laboratory Instrument Manufacturing. The procurement includes multiple contract line items (CLINs) covering the core Hyper-Cam-XLW Mini Compact infrared hyperspectral imaging system, accessories such as a Wide Angle Telescope, Power and Data Cable Set, and a Detection and Identification Plug-In. The place of performance is Dugway, Utah 84022, with the procurement representing a single system acquisition. While specific award value is not explicitly stated, the comprehensive system includes additional components like remote support, a preventative maintenance plan, calibration sources, a Toughbook computer, tripod mount, and a two-day training session. The solicitation suggests this is a specialized procurement aimed at providing advanced scientific imaging capabilities for military research and testing purposes.
Notice text
This is a sole source requirement, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered.
This is a sole source requirement for the supply of one (1) Hyperspectral Imager Systems (HSI) and accessories. The equipment is an advanced infrared hyperspectral imaging system that measures the spectral signature of gaseous clouds as well as solid samples near or above ambient temperature in real-time, which then produces a 3-dimension model of the gaseous clouds. The HSI and computer must be operable in field conditions without the need for liquid nitrogen, external cooling devices, and fully operational outdoor environmental conditions from 20 degrees Fahrenheit to 110 degrees Fahrenheit. See soliciation and description and specification attachment for additional details.
