About this opportunity
The United States Coast Guard Aviation Logistics Center is announcing its intent to award a sole-source call under Basic Ordering Agreement SPE4A1-22-G-0005 to Sikorsky Aircraft Corporation (Cage Code 78286) for duct assembly air conditioning components, with quotation responses due by 2:00 P.M. EDT on November 6, 2026.
The procurement covers eight units of Duct Assembly, Air C (NSN 1660-01-395-6232, Part Number 70500-82231-056) to support Medium Range Recovery aircraft fleet expansion. Under FAR 12.102(a), the Coast Guard has determined this item is available from only one source due to Sikorsky's exclusive ownership of technical data, specifications, and drawings; the Government does not possess these rights, and the item is uneconomical to procure from alternative sources. Acquisition Method Code 3 requires direct procurement from the actual manufacturer.
Although this is a sole-source notice of intent rather than a request for competitive proposals, all responsible sources may submit quotations to Cindy.K.Harmes@uscg.mil and mrr-procurement@uscg.mil with solicitation number 70Z03826QJ0000206 in the subject line. The Government reserves the discretion to decide whether to compete the procurement based on responses received. Award will be made upon determination of fair and reasonable pricing using market research, historical price comparisons, current price lists, and comparison with similar items. Delivery is requested within ninety days after receipt of order (ARO), with early shipment encouraged at no additional cost. Inspection and acceptance will be performed at origin by the Defense Contract Management Agency. The requirement is unrestricted with no small business set-aside (NAICS 336413, PSC 1660).
