About this opportunity
The National Institute of Standards and Technology seeks dual-wavelength-coated ultra-high-reflectivity mirrors with quotations due July 1, 2026. The procurement is a total small business set-aside.
Place of performance is Gaithersburg, Maryland (100 Bureau Drive, Building 301). The requirement is for twelve new, high-reflectivity mirrors operating at wavelengths of 1560 nm and 390 nm, with reflectivity specifications of 99.97% ±0.005% at both wavelengths and optical losses of 0.015% or lower. Mirrors must feature a 0-degree angle of incidence, 7.75 mm diameter substrate with 4–6 mm thickness, 1 m radius of curvature on the frontside, plano finish on the backside, and anti-reflective coating at both wavelengths. Only new, original manufacturer equipment in original packaging will be accepted; used, remanufactured, experimental, prototype, or gray market components are not acceptable. Delivery is FOB Destination within twelve weeks after receipt of order.
The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies. NIST will conduct visual inspections and performance tests including dimension verification and reflectivity/loss assessments using Fabry-Perot cavity measurements. The contractor shall warrant the system for one year after acceptance. Payment is Net 30 days upon receipt and acceptance of the fully installed system at 100% of the contract value.
NIST intends to award a single firm-fixed-price purchase order based on best value analysis, weighing both technical capability and price. Technical evaluation assesses whether proposed equipment meets all minimum requirements, with optical loss performance as a comparative factor where a difference of 10 parts per million or greater constitutes a meaningful discriminator. Price quotations must include all shipping costs and applicable tariffs, with quotations valid for 90 days. Pre-quote inquiries are due within two calendar days of solicitation issuance. Quotations must be submitted in three separate volumes (Technical, Price, and Terms and Conditions) via email to cielo.ibarra@nist.gov and donald.collie@nist.gov by 5:00 PM Eastern Time on July 1, 2026.
