About this file

This is a Statement of Work (SOW) for the procurement of dual-band high-reflectivity mirrors for the Quantum Measurement Division at the National Institute of Standards and Technology (NIST).

NIST requires twelve (12) new, high-reflectivity mirrors to be integrated into primary acoustic measurement systems. The mirrors must operate at wavelengths of 1560 nm and 390 nm, with reflectivity specifications of 99.97% ± 0.005% at both wavelengths and optical losses of 0.015% or lower. Additional technical requirements include a 0-degree angle of incidence, a 7.75 mm diameter substrate with 4-6 mm thickness, a 1 m radius of curvature on the frontside, and a plano finish on the backside with anti-reflective coating at both wavelengths. All items must be new, original manufacturer equipment shipped in original packaging with complete documentation; used, remanufactured, experimental, prototype, or gray market components are not acceptable. Delivery shall be FOB Destination to NIST's Gaithersburg, Maryland facility (100 Bureau Drive, Building 301) within twelve (12) weeks after receipt of order. The Government will conduct visual inspections and performance tests including mirror dimension verification and reflectivity/loss assessments using Fabry-Perot cavity measurements. The contractor shall warrant the system for one (1) year after acceptance and will be paid 100% upon receipt and acceptance of the fully installed system under Net 30-day payment terms, following completion of all testing procedures. The NIST Point of Contact or Contracting Officer's Representative shall respond with acceptance or revision requests within two (2) weeks of deliverable submission.

STATEMENT OF WORK

Title: Dual-Band High Reflectivity Mirrors

I. BACKGROUND

The Quantum Measurement Division (QMD) at the National Institute of Standards and Technology (NIST) provides the fundamental basis for the measurement of mass, force, and vibration in the United States by maintaining and modernizing primary standards linked to the International System of Units (SI). The Division performs leading-edge research to develop advanced measurement technologies and provides calibration services that support U.S. industrial productivity and ensure equity in trade. The QMD has a requirement for dual-wavelength high-reflectivity mirrors. These mirrors will be integrated into primary acoustic measurement systems, in support of the Division’s mission to deliver accuracy and traceability of acoustic measurements.

II. SCOPE

In order to meet the mission indicated above, the Mass and Force Group requires a set of (12) high reflectivity mirrors, operating at the wavelengths 1560 nm and 390 nm.

III. MINIMUM REQUIREMENTS

The system shall meet or exceed the minimum requirements identified below.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide high-reflectivity mirrors that meet all technical specifications identified below.

Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within two (2) weeks. This section applies to deliverables which must be reviewed and approved for acceptances (e.g., draft plans, drawings, etc)

V. PERIOD OF PERFORMANCE / LEAD TIME

The period of performance shall be twelve (12) weeks after receipt of order.

VI. DELIVERY TERMS

Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) twelve (12) weeks ARO.

The Contractor shall pack and mark the shipment in conformance with carrier's requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of or damage to the goods occurring before receipt and acceptance of the shipment by the NIST consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall coordinate this with the NIST subject matter expert (SME) prior to shipping. Coordination includes shipping method, anticipated delivery date, tracking number, and any special considerations.

The delivery address is:

National Institute of Standards and Technology Shipping and Receiving (Div 684.07) 100 Bureau Drive, Building 301 Gaithersburg, MD 20899

VII. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance.

Upon delivery, a visual inspection will be performed by the NIST SME to identify defects, damage, or nonconformity. The Government shall have sole discretion to reject or require replacement of such items at no cost to the Government. Ownership of the items shall transfer to NIST upon acceptance by NIST. Confirmation of acceptance will be provided by the NIST SME within two (2) weeks.

Performance Tests:

· Mirror dimensions

· Mirror reflectivity and losses at 1560 nm, assessed by measuring the finesse and reflectivity of a Fabry-Perot cavity formed by two such mirrors.

· Mirror reflectivity and losses at 390 nm, assessed by measuring the finesse and reflectivity of a Fabry-Perot cavity formed by two such mirrors.

X. WARRANTY

The contractor shall warrant the entire system for a period of one (1) year after acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4.

XIII. PAYMENT SCHEDULE

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been completed
