About this opportunity

The US Geological Survey Office of Acquisitions and Grants is soliciting quotations for a dual outboard center console jet boat and trailer for marine research operations. The procurement seeks a complete 21-foot aluminum jet boat package with specific technical requirements including a full vee design, marine-grade aluminum hull construction, 225 hp four-stroke outboard motor, 60-gallon fuel tank, hydraulic steering, electronics package, and an EZ Loader tandem axle trailer designed for fisheries research activities. Offerors must demonstrate technical qualifications and experience through comprehensive documentation including prior contract references, technical submissions, and a firm fixed-price quote. The government will use a tradeoff evaluation method where technical capability and past performance are considered significantly more important than price. Questions regarding the solicitation must be submitted in writing by July 2, 2025, at 1500 PST, with all quotations due electronically by July 15, 2025, at 1500 PST to yangzhideng@usgs.gov.

This procurement is set-aside exclusively for small businesses under NAICS code 336612 (Boat Building) with a size standard of 1,000 employees, and no incumbent contractors are identified in the solicitation documents. While specific award values or budget ranges are not disclosed, the solicitation requires a complete vessel package including the boat, trailer, and motor systems to be delivered to the USGS Columbia River Research Lab located at 5501-A Cook-Underwood Road, Cook, WA 98605. The government seeks delivery as soon as possible but no later than September 30, 2025, indicating an urgent operational need for the research vessel. Interested vendors must provide their System for Award Management unique entity identifier and submit responses that include signed SF 18 forms, technical qualifications documentation, and relevant contract experience with professional references. The solicitation operates under Federal Acquisition Circular 2025-04 provisions and will only accept electronic submissions, with hardcopy quotations explicitly excluded from consideration.
