About this opportunity
The Department of Defense Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education to establish no-cost Memorandums of Understanding or Memorandums of Agreement supporting dual or concurrent enrollment opportunities for DoWEA students worldwide, with responses due October 26, 2026. This is not a procurement action; no contract award is contemplated, and any resulting agreement will be non-procurement in nature and will not obligate the Government to expend funds or guarantee student enrollment volumes.
Eligible respondents must hold active Program Participation Agreements under the Higher Education Act of 1965 and operate under permanent (not temporary or provisional) certification. Responses should address institutional, academic, financial, technical, cybersecurity, and programmatic capability to serve DoWEA's global school system or specific geographic regions, military installations, states, or territories. Dual enrollment programs allow high school students to earn postsecondary course credit applicable toward both college degrees and high school completion, with tuition and fees paid by parents or guardians, potentially followed by Government reimbursement not to exceed $1,500 per student per school year per 10 U.S.C. § 2164c(b).
Capability statements must include institutional information with required federal certifications, executive summary, and a narrative addressing four evaluation factors: global service capacity and credit transferability, teacher certification and professional development, course delivery and pricing, and comprehensive technical documentation. Technical requirements mandate U.S.-based data hosting with AES-256 encryption, authentication via institutional systems (ClassLink, SAML, or OAuth), and confirmation that 100 percent of staff accessing student data are U.S. citizens. Responses are limited to 15 pages (10-point font, 1-inch margins) and should be emailed to andrew.johnston@dodea.edu and alim.koroma@dodea.edu. Amendment 1 and a Q&A document were posted October 19, 2026.

Update #2 · Latest ·
The Department of War Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education (IHEs) interested in establishing no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs) to support dual or concurrent enrollment opportunities for DoWEA students worldwide. This announcement seeks institutional, academic, financial, technical, cybersecurity, privacy, and programmatic information from IHEs to assess their capability to participate in a dual enrollment partnership program pursuant to 10 U.S.C. § 2164c.
This announcement is not a solicitation for proposals, request for quotations, request for offers, grant opportunity, or procurement action, and no contract award is contemplated. Responses will be used solely to evaluate institutional capabilities and determine whether DoWEA may pursue discussions regarding one or more no-cost MOUs or MOAs. Submission of a response does not guarantee selection, discussions, execution of an agreement, student participation, enrollment volumes, or future opportunities.
Any resulting MOU or MOA will be non-procurement in nature and will not obligate the Government to expend funds, pay tuition or fees, reimburse participants, refer students, guarantee enrollments, or enter into any agreement. DoWEA may select one, multiple, or no respondents and reserves the right to discontinue consideration of any response at any time. All interested IHEs should review the full announcement for eligibility requirements, submission instructions, and response deadlines.
