About this file
This is a Request for Institutional Capability Statements issued by the Department of War Education Activity (DoWEA) seeking eligible Institutions of Higher Education (IHEs) to establish no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs) to provide dual or concurrent enrollment opportunities for DoWEA students. The announcement was issued on 24 September 2026 with responses due by 26 October 2026 to andrew.johnston@dodea.edu and alim.koroma@dodea.edu.
Eligible respondents must be accredited IHEs with an active Program Participation Agreement under the Higher Education Act of 1965 and may propose serving DoWEA's global school system or specific geographic regions, military installations, states, or territories. DoWEA seeks flexible partnerships allowing students to earn postsecondary course credit applicable toward both a degree and high school completion, with tuition and fees paid by parents or guardians, potentially followed by government reimbursement not to exceed $1,500 per student per school year. Responses must include five parts: institutional information with required federal certifications; executive summary; capability narrative addressing four factors (global service capacity and credit transferability, teacher certification and professional development, course delivery and pricing, and comprehensive technical documentation); complete technical documentation including IP addresses, ports, domains, Chromebook extensions, ClassLink/SAML/OAuth integration, U.S.-based data hosting with encryption standards, and confirmation that 100% of staff accessing student data are U.S. citizens; and tuition, fee, and payment option schedules. Responses are limited to 15 narrative pages in PDF or Word format with 1-inch margins and 10-point font. DoWEA will conduct administrative, eligibility, and capability reviews, with selected IHEs invited to agreement development discussions. The government will not make direct payments to IHEs and does not agree to state jurisdiction, unilateral termination, automatic renewal, indemnification, or standard commercial terms unless expressly incorporated into the executed agreement.

Memorandums of Agreement (MOAs)
Executive Summary
DoWEA invites eligible Institutions of Higher Education (IHEs) to submit institutional capability statements describing their ability to establish and support dual or concurrent enrollment opportunities for DoWEA students. DoWEA seeks flexible partnerships that may be tailored to specified schools, installations, regions, courses, or delivery methods.
DoWEA seeks flexibility for tuition and applicable fees to be handled through one or more lawful methods, as available and authorized: (1) direct payment by a parent or guardian; or (2) payment by a parent or guardian followed by reimbursement under a separately authorized Government process. Currently DoWEA is not anticipating direct Government payment to the IHE on behalf of an eligible student. Section 9 addresses the limitations applicable to Government commitments and payments.
This announcement is the formal request for the programmatic, institutional, academic, financial, privacy, cybersecurity, network architecture, and technical information DoWEA requires to evaluate an IHE before deciding whether to pursue an MOU or MOA. Complete technical documentation is required with the response.
SECTION 2: ELIGIBILITY
2.1 Eligible Respondents
Eligible respondents are Institutions of Higher Education (IHEs) seeking to enter into a Memorandum of
Understanding (MOU) or Memorandum of Agreement (MOA) with DoWEA to provide DoWEA students access to postsecondary course credit through dual or concurrent enrollment programs in accordance with
Section 584 of the National Defense Authorization Act for Fiscal Year 2026, 10 U.S.C. § 2164c.
2.2 Mandatory Institutional Status
In accordance with Section 584 of the National Defense Authorization Act for Fiscal Year 2026, 10 U.S.C. §
2164c, the IHE shall provide documentation demonstrating that it has a Program Participation Agreement in effect under section 487 of the Higher Education Act of 1965, 20 U.S.C. § 1094. An IHE operating under a temporary or provisional certification does not meet this eligibility requirement.
The IHE shall also identify all third-party content providers working with the IHE and provide each third-party content provider’s Program Participation Agreement in effect under section 487 of the Higher Education
Act of 1965, 20 U.S.C. § 1094.
2.3 Proposed Service Area
An IHE may propose to serve DoWEA’s global school system or a more limited service area. An IHE that is unable to serve the entire DoWEA system may submit a response proposing to serve students attending specific DoWEA schools, geographic regions, states, territories, countries, or military installations where the
IHE is authorized and capable of providing dual enrollment opportunities.
The response shall clearly identify the schools, geographic regions, states, territories, countries, or military installations the IHE proposes to serve, together with any applicable enrollment limitations or restrictions.
The IHE shall specify whether students who neither reside nor claim residency in the IHE’s state may enroll in its dual enrollment program.
2.4 Ability to Establish an Agreement with DoWEA
The IHE shall self-certify that it is able to establish the required MOU or MOA with DoWEA. As a field activity of the Department of War, DoWEA is subject to federal law and is not subject to state law.
The IHE shall acknowledge the following federal partnering requirements:
• The Government does not agree to venue, jurisdiction, or choice-of-law clauses and does not consent to jurisdiction in any U.S. state court.
• The Government generally does not agree to provisions permitting unilateral termination or unilateral modification.
• The Government does not agree to automatic renewal provisions.
• The Government does not agree to indemnification provisions.
SECTION 3: PARTNERSHIP PROGRAM DESCRIPTION
3.1 Background and Purpose
DoWEA operates a global school system serving military-connected students in the Americas, Europe, and
Pacific. DoWEA seeks to enter into one or more Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs) with Institutions of Higher Education (IHEs) to provide DoWEA students access to postsecondary course credit through dual or concurrent enrollment programs.
For purposes of this announcement, a dual or concurrent enrollment program is a program established through an arrangement between DoWEA and an IHE under which a DoWEA student who has not graduated from high school may enroll in one or more postsecondary courses and earn credit that applies toward both: (1) completion of a postsecondary degree or recognized educational credential; and (2) completion of high school.
The purpose of this announcement is to obtain the institutional, academic, programmatic, financial, and technical information necessary for DoWEA to evaluate interested IHEs and determine which IHEs may be considered for an MOU or MOA.
3.2 Partnership Objectives
• Increase access to postsecondary course credit for DoWEA high school students.
• Provide flexible delivery models appropriate to a geographically dispersed student population.
• Support continuity when students experience a military-directed Permanent Change of Station (PCS).
• Establish clear academic, enrollment, transcript, tuition, fee, withdrawal, refund, support, privacy, and technical processes.
• Protect student information and DoWEA systems while enabling effective program administration.
3.3 Capability Requirements
DoWEA will evaluate the capabilities of each IHE that satisfies the eligibility requirements in Section 2 under the four factors below.
Factor 1: Serving a Global School System, Transcripts, and Credit Transferability
The IHE shall demonstrate its capacity to serve military-connected high school students through either:
1. A global strategy and infrastructure that supports learners across DoWEA’s worldwide footprint, including PCS continuity of instruction, protective refund procedures, out-of-state residency waivers, clearly defined student academic eligibility thresholds, and transcript and articulation agreements; or
2. The ability to serve students attending specific DoWEA schools, geographic regions, states, territories, countries, or military installations where the IHE is authorized and capable of providing dual enrollment opportunities.
The IHE shall describe its process for issuing student transcripts and provide information regarding the transferability of academic credits earned by participating students. This information shall include applicable articulation or credit-transfer agreements, the extent to which earned credits are accepted by other post-secondary institutions, and whether the credits are broadly accepted across degree programs.
The IHE’s response shall identify any service limitations or restrictions.
Factor 2: Teacher Certification, Professional Development, and Expectations
The IHE shall provide its requirements, processes, and expectations for DoWEA teachers to be approved to teach dual enrollment courses. This information shall include qualification and application criteria, validation of faculty credentials, training and certification requirements, and the availability of synchronous, asynchronous, or both forms of professional learning for participating teachers worldwide.
The IHE shall also verify that courses taught by an IHE faculty member will be taught by a faculty member who is employed by a two-year or four-year IHE, including a community college, and meets the applicable postsecondary accreditation standards for instructional staff. Courses taught by a DoWEA classroom teacher must be taught by a teacher who is qualified in accordance with applicable law and has received the training or certification necessary to deliver the course curriculum in alignment with the standards of the partnering
IHE.
Factor 3: Course Delivery, Course Scheduling, Cost per Course, Student Admission Qualifications, and
Payment Structure
The IHE shall provide information regarding dual enrollment course delivery options; student support services; class scheduling and access to course materials; alignment with DoWEA’s academic calendar and semester structure; term lengths; enrollment and add/drop periods; course sequencing; academic advising;
transcript reporting; per-course pricing; applicable fees; payment structure; and student admission qualifications, including eligibility requirements, academic expectations, and preparatory coursework.
Factor 4: Technical Support and Requirements
The IHE shall submit a complete technical allow-listing package identifying all applicable IP addresses, ports, and domains, as well as exhaustive declarations of all required Chromebook extensions and the business justification for each extension. The IHE shall demonstrate full support for ClassLink, SAML, and OAuth
SSO and OneRoster data rostering. The IHE shall also demonstrate secure U.S.-based data hosting, including
TLS encryption for data in transit, AES-256 encryption for data at rest using unique keys, and verification that
100% of staff and testers accessing DoWEA PII or CUI are U.S. citizens.

SECTION 6: RESPONSE REVIEW INFORMATION
6.1 Review Stages
1. Administrative Review: timeliness, required parts, readable files, and authorized submission.
2. Eligibility Review: verification of mandatory institutional status and Program Participation
Agreement documentation required by Section 2.2, and the self-certification and acknowledgments required by Section 2.4.
3. Capability Review: evaluation of the four factors and supporting documentation.
4. Clarifications and Validation: written questions, document validation, technical discussions, or demonstrations as DoWEA considers necessary.
5. Selection for MOU or MOA Discussions: identification of one or more IHEs that meet the applicable capability criteria and may approach to develop a proposed agreement.
6.2 Rating Method
DoWEA will make a separate eligibility determination under Sections 2.2 and 2.4. IHEs found to be eligible will be evaluated under the four capability factors in Section 3.3 using the following ratings:
Rating Meaning
Meets Criteria The response demonstrates that the IHE meets the applicable requirements and provides sufficient supporting information for DoWEA to make a determination.
Does Not Meet
The response does not demonstrate that the IHE meets the applicable requirements, omits required information, identifies a material limitation or restriction, or does not provide sufficient supporting documentation for DoWEA to make a determination.
Rating Meaning
Not Applicable
DoWEA determines that a requirement does not apply to the IHE’s proposed scope.
A requirement will not be considered inapplicable merely because the IHE does not address it.
An IHE that does not satisfy the eligibility requirements will not proceed to the capability review. A Does Not
Meet rating under any applicable factor may result in the IHE being removed from further consideration.
6.3 Selection Approach
DoWEA may select one, multiple, or no IHEs for direct MOU or MOA discussions. Selection may be limited to particular DoWEA schools, installations, geographic areas, courses, platforms, or delivery methods based on the capabilities and service area identified in an IHE’s response. DoWEA is not required to identify a single highest-rated IHE and may pursue multiple agreements that collectively support DoWEA’s requirements.
An IHE must receive a Meets Criteria rating for all factors applicable to its proposed scope before DoWEA may select the IHE for further discussions. DoWEA may discontinue consideration if an IHE does not provide requested clarification or supporting documentation, cannot validate its stated capabilities, or cannot meet the requirements applicable to its proposed scope.
SECTION 7: NOTIFICATION AND AGREEMENT DEVELOPMENT
DoWEA will notify respondents of their status using the contact information provided in the response. IHEs selected for further consideration may be invited to participate in agreement-development discussions, which may address:
• The schools, installations, geographic areas, courses, platforms, delivery methods, and student populations to be covered;
• The roles and responsibilities of DoWEA, the IHE, students, and families;
• Tuition, fees, payment methods, enrollment, withdrawal, cancellation, refund, transcript, transfer, and
Permanent Change of Station procedures;
• Faculty qualifications, teacher approval, training, academic standards, privacy, cybersecurity, accessibility, records, data use, and incident reporting; and
• Points of contact, governing terms, duration, amendment, suspension, termination, and other mutually accepted provisions.
DoWEA may conduct additional validation, demonstrations, legal review, or technical review during agreement development. Any resulting MOU or MOA must identify the approved scope and controlling terms and be signed by officials authorized to bind their respective organizations.
SECTION 8: ANTICIPATED AGREEMENT ADMINISTRATION
Each executed MOU or MOA will identify the administrative and reporting requirements applicable to the approved partnership. As applicable to the approved partnership, the IHE may be required to:
• Maintain a primary and alternate point of contact for coordination with DoWEA;
• Participate in required program and technical coordination meetings;
• Provide annual updates to faculty credentialing, course delivery, scheduling, student onboarding, and academic pathway information;
• Maintain current tuition, fee, withdrawal, refund, transcript, transfer, and PCS-related information;
• Submit required privacy compliance documentation and training certificates;
• Notify DoWEA of planned technical changes within the timeframes established in the agreement; and
• Ensure that applicable third-party programs, software, and applications continue to meet DoWEA’s technical requirements.
The specific documentation, reporting periods, submission dates, notification timeframes, and points of contact will be identified in the executed MOU or MOA.
SECTION 9: OTHER INFORMATION
9.1 Government Payment
The MOU or MOA will not obligate DoWEA to pay tuition or fees for any student. DoWEA does not currently anticipate making direct payments to IHEs on behalf of students. Any financial assistance or reimbursement provided by the Government must be authorized by the Government and may not exceed
$1,500 per student per school year in accordance with 10 U.S.C. § 2164c(b).
9.2 Government Terms and Limitations
Commercial, institutional, online, or third-party terms will bind the Government only when expressly accepted and incorporated into the MOU or MOA by an authorized Government official. The MOU or MOA and any Government addendum will control over conflicting IHE or third-party terms. Website updates, click-through acceptance, continued use, or unilateral notices will not modify the Government’s obligations.
DoWEA does not agree to indemnification by the Government, automatic renewal, mandatory arbitration, state venue or choice of law, unilateral modification, unrestricted system audit access, assignment without required approval, terms binding individual users as Government representatives, or open-ended charges. Any patent, copyright, confidentiality, disclosure, dispute, tax, remedy, or assignment provision must be consistent with applicable federal law and the Government’s authority.
