About this opportunity

The Department of Defense Education Activity is issuing a Request for Information to eligible institutions of higher education on approaches and capabilities for establishing formal MOUs or MOAs supporting dual or concurrent enrollment for DoD-connected high school students, with responses due by 1 PM EST on June 29, 2026.

The RFI is authorized under Section 2164c of the FY26 NDAA and intends to inform planning for a system-wide dual enrollment program across DoD's global school system. DoD Education Activity operates 161 fully accredited schools serving approximately 66,000 students across three geographic regions: Americas (50 schools), Europe and the Middle East (64 schools), and Pacific (46 schools), plus one virtual high school. The agency currently supports dual enrollment on an ad hoc, student-initiated basis and seeks to establish consistent, scalable approaches that mitigate transitional barriers for military-connected students.

Eligible respondents must maintain an active Program Participation Agreement under Section 487 of the Higher Education Act of 1965 and must not hold provisional or temporary certification. Respondents must address 16 specific topic areas including institutional integrity, collaboration and course-sequence alignment strategies, experience serving global populations across multiple time zones and countries, military community experience, existing dual enrollment agreements, credit transferability and articulation agreements, teacher qualification and professional development requirements, flexible course delivery options (noting DoD Education Activity uses Schoology and Google Classroom), technical support capabilities, per-course pricing with itemized fees, student admission qualifications, enrollment processes, academic support structures, and degree pathway offerings. Respondents must also submit sample MOUs or MOAs reflecting their standard institutional approach aligned with NDAA requirements and DoDI 4000.19.

Responses should be submitted to Contract Specialist Andrew Johnston (andrew.johnston@dodea.edu) and Contracting Officer Alim Koroma (alim.koroma@dodea.edu). This RFI is for information and planning purposes only and does not constitute a solicitation or obligate the Government to enter into any agreement.
