About this file
This is a Questions and Answers document (RFI HE125426RFI0005) issued by the Department of Defense Education Activity (DoWEA) regarding dual enrollment partnerships.
DoWEA seeks to establish multiple Memoranda of Understanding (MOUs) or Memoranda of Agreement (MOAs) with dual enrollment partners to expand access to college-level coursework for high school students within its global school district. The primary objective is to double student participation in dual enrollment programs through these partnerships. Success is defined by providing students with expanded options to earn associate degrees or transfer credits to four-year colleges and universities while still in high school. DoWEA is open to multiple institutional partners and will consider providers with established national or international relationships, including virtual course offerings, to meet the needs of its mobile student population. The initial metric for measuring partnership success focuses on enrollment growth rather than comprehensive research and evaluation of long-term postsecondary outcomes, though DoWEA recognizes the importance of understanding how dual enrollment credits translate to meaningful educational advancement for its unique student demographics.

Question # Question Answer
What is the overall goal of this RFI? For example, is DoWEA looking to establish formal institutional partnerships, gather ideas and models to inform internal planning, identify training resources for existing programs, or something else entirely?
The goal of the RFI is to find dual enrollment partners who will sign
MOUs/MOAs with DOWEA to make it easier for DoWEA students to enroll in dual enrollment programs.
What does success look like for DoWEA students participating in a dual enrollment program? Specifically, is the primary goal credit accumulation, re-engaging struggling or disconnected learners, college readiness, workforce preparation, or some combination?
Success looks like students having more options in high school that could result in an associates degree or transfer credit to a four-year college or university.
Is DoWEA envisioning a single institutional partner, a small number of partners, or a broader marketplace of options for DoWEA schools and students? For example, if a provider has established relationships with many schools across the country as well as internationally — however, their partnerships are not currently present at the locations where DoWEA schools operate — if they were to partner with DoWEA, would you then implement that provider’s courses into some of your high schools?
DoWEA is picturing several partnerships to meet the unique needs of our global school distrct and mobile student body. Yes, or offer the course virtually.
To what extent is DoWEA interested in research and evaluation as part of this initiative? Given the unique mobility patterns of the student population, understanding whether and how dual enrollment credits translate into meaningful postsecondary outcomes seems particularly important. To that end, is that kind of inquiry part of DoWEA's vision?
Initially our metric is on increasing the number of students participating in dual enrollment courses. The director would like the number to double as result of our partnership programs.
