About this opportunity
The National Institute of Standards and Technology (NIST) is seeking to procure a dual-channel fiber-coupled IR wavemeter for its Microsystems and Nanotechnology Division within the Physical Measurement Laboratory. The wavelength meter must measure wavelengths between 1050-2150 nm, be fiber coupled with specific connector types, and allow USB connection to an external computer. Technical specifications require the device to enable automatic multichannel operation, operate on 120V power, achieve an accuracy better than 300 MHz, and maintain a measurement rate of at least 100 Hz. The solicitation will be evaluated on a best value basis, with non-price factors such as technical capability and past performance being more important than price. Quotations are due by February 4, 2025 at 12:00 PM EST, with vendors required to submit four volumes: Technical, Past Performance, Price, and Terms & Conditions.
The contract is set aside exclusively for small businesses under NAICS code 334413 with a size standard of 1,250 employees. The place of performance will be in Gaithersburg, MD, with delivery required within 6 months after order receipt. The purchase order will be awarded as a firm-fixed price contract with FOB destination shipping terms, and no prototypes, demonstration models, used, or refurbished instruments will be considered. Vendors must be registered in SAM.gov prior to award and demonstrate their product meets all technical requirements. The contract includes a one-year warranty, and payment will be made after successful installation, testing, and acceptance by NIST. The agency reserves the right to perform acceptance testing by comparing the wavelength meter to an existing mid-infrared wavemeter.
