About this opportunity
The Defense Threat Reduction Agency (DTRA) is conducting market research to identify qualified firms capable of providing follow-on support services for the Arms Control Enterprise System (ACES), a mission-critical SIPRNet-based software application that manages international arms control treaty compliance and data reporting. DTRA seeks contractor support for 24/7 system operations, maintenance, help desk services, cybersecurity management, user training, and documentation updates for this Java-based application that serves over 360 users across approximately 50 government sites. Interested companies must submit a capability summary limited to 5 pages that demonstrates their expertise in arms control treaty systems, software application support, and the technical infrastructure required, along with company information including CAGE Code, Unique Entity ID, and business size classification. The sources sought notice does not establish specific evaluation criteria beyond demonstration of relevant capability and expertise; this is a preliminary market research phase rather than a formal solicitation. Responses are due by January 22, 2026, and all submitted documentation will become the property of the U.S. Government with no compensation provided for the information submitted.
This pre-solicitation notice includes no set-aside designations and does not identify any current incumbents or contract award values. The contract requires contractor personnel including a Program Manager, Subject Matter Expert, Senior Applications Developer, and Senior Systems Administrator who must all be U.S. citizens with a minimum DoD Secret Clearance and extensive knowledge of arms control treaties and the system's underlying technologies. The ACES system currently supports compliance with multiple international agreements including the New Strategic Arms Reduction Treaty, Conventional Armed Forces in Europe Treaty, Treaty on Open Skies, and three additional arms control agreements managed through the Global Exchange of Military Information, Wassenaar Arrangement, and United Nations Transparency in Armaments frameworks. The system operates on Red Hat Linux virtual servers with Oracle database technologies and JBoss Application Server infrastructure, and the primary performance location will be at the contractor's facility with periodic on-site work required at the Defense Threat Reduction Center on Fort Belvoir. While specific contract duration and value have not been disclosed in this pre-solicitation notice, the follow-on nature of this requirement and the comprehensive support scope suggest a significant, multi-year engagement.
