About this file

This fact sheet describes the Arms Control Enterprise System (ACES), a U.S. National software application developed by the Defense Threat Reduction Agency (DTRA) for supporting compliance with international arms control treaties. ACES is a SIPRNet-based Mission Critical system that supports data reporting for treaty-limited equipment, reportable activities, and organizational changes across seven major international agreements, including the Conventional Armed Forces in Europe Treaty, New Strategic Arms Reduction Treaty, and Treaty on Open Skies.

The system serves over 360 users across approximately 50 sites, including Combatant Commands, DoD agencies, Joint Staff, Service headquarters, and the State Department's Bureau of Arms Control. ACES provides computer-assisted notification management, automatic report generation, data field validations, and compatibility with international transmission protocols. The ACES team is currently working on integrating additional treaty chart printing software, improving annual treaty reporting, and adapting to Agile/DevSecOps development processes, with planned upgrades to the application framework, operating system, and programming language scheduled through April 2025.

Arms Control Enterprise System (ACES)

The Arms Control Enterprise System (ACES) is the U.S. National software application for supporting compliance with arms control treaties/international agreements and related USG policies and practices.

The SIPRNet based Mission Crital system includes functions supporting data reporting requirements and notifications for treaty limited equipment (TLE) and treaty accountable items (TAI), reportable activities such as inspections, equipment movements and changes in holdings, and/or changes in organizational structure. ACES assures U.S. compliance with notification, data exchange, and inspection obligations of these arms control treaties and agreements:

1. Conventional Armed Forces in Europe (CFE) Treaty

2. Vienna Document 2011 agreement on Confidence and Security Building Measures (CSBM)

3. The New Strategic Arms Reduction Treaty (NST) (and START historical data)

4. United Nations agreement on Transparency in Armaments (TIA)

5. Organization for Security and Co-operation in Europe (OSCE) agreement on Global Exchange of

Military Information (GEMI)

6. Wassenaar Arrangement

7. Treaty on Open Skies (OST); repository to maintain historical data for reference

ACES also includes the functionality for managing passports/visas, treaty inspector lists, treaty training administration, and NST mission planning.

Progress to Date

The ACES user community is composed of users with responsibility for originating, reviewing, approving and/or transmitting arms control notifications, entering equipment movement transactions and preparing official treaty reports. There are over 360 users located at approximatey 50 sites. Users are within the Combatant Commands, DoD agencies, the Joint Staff, OSD, Service headquarters, Service components and commands and the State Department Bureau of Arms Control, Verification and Compliance and the National and Nuclear Risk Reduction Center (NNRRC).

ACES provides:

• Computer-assisted notification and data management functions

• Notification and report generation via user input and from other sources, such as IPM and the Navy’s

Strategic Programs Automated Reporting Treaty Accountable Notification System (SPARTANS)

• Automatic notification generation/auto-population from data change transactions

• Data field validations and Treaty Compliance Checks

• Transmittal letter preparation and transmittal

• Routing through approval hierarchy to the NNRRC, as applicable

• Reviewer functions (Modify, Approve, or Reject)

• Support NRRC processing (assign national message ID, export, transmit to other nations, AUTODIN/DMS upload, record transmit data)

• ACES output is compatible with international transmission/data exchange protocols:

o OSCE Integrated Notification Application (INA) for CFE and CSBM notifications and Automated Data System (ADS) for CFE, CSBM, and GEMI reporting o Government-to-Government Communications Links for NST (Secure Satellite links)

• Catalog of outgoing and incoming notifications, including sophisticated search

• Editing and correction of information recorded in the database; Error resolution (if required)

Agency Role

The ACES team in the process of more fully integrating the Automated Data System (ADS) treaty chart printing software into ACES. Additionally, work is underway for improving treaty reporting by baselining Annual Exchange of Information (AEI) data at the beginning of each year based on the official CFE / CSBM data; planning for upcoming application framework, operating system and programming language upgrades as well as adapting to DTRA’s software development life-cylce to inject Agile/DevSecOps pipelines into the ACES development process.
