About this opportunity

The U.S. Department of State is seeking a contractor to provide comprehensive internet services for the U.S. Embassy in Monrovia, Liberia. The solicitation requires primary internet services across three dedicated 80 Mbps channels: OpenNet-VNET, DIN-Embassy, and Internet DTS-PO. Technical specifications mandate fiber optic connectivity to the Embassy's TSEF DMAC Room, with 1:1 connection ratio and unfiltered access supporting all IP protocols. Potential contractors must be registered in SAM.gov and submit a complete bid package including SF-1449, pricing details, representations/certifications, and cybersecurity supply chain risk management documentation. The contract will be awarded on a best value basis using FAR 13 Comparative Evaluation procedures, with quotes originally due February 28, 2025, but subsequently extended to March 16, 2025, at 1600 GMT.

The solicitation is not designated with any specific set-aside classification and is open to qualified telecommunications carriers. The contract encompasses a base period of one year (estimated from August 8, 2025 through August 7, 2026) with four potential one-year option periods and a possible 6-month extension. Performance will be located in Montserrado, Liberia, specifically at the U.S. Embassy compound. While specific budget ranges are not explicitly stated, the comprehensive technical requirements suggest a complex telecommunications infrastructure project. The procurement falls under NAICS category 517111 for Wired Telecommunications Carriers and PSC category DG11 for IT and Telecom Network Services. Bidders must demonstrate capability to provide fault-tolerant internet connectivity with HSRP protocol and meet stringent technical and cybersecurity requirements.
