About this opportunity
This solicitation from the Naval Undersea Warfare Center Division Newport seeks proposals for the manufacture, test, packaging and delivery of first article and production DT-574 Hydrophones in accordance with the Statement of Work and Critical Item Performance Specifications attached to the solicitation. Amendment #4: The purpose of this amendment is to answer the following industry questions:
Q1: If a Offeror proposes a schedule longer than what the Government states in this Solicitation, will it be rejected without review? Or will the Offer still be considered for award, despite how the clause reads?
A1: The proposal will be evaluated as outlined in Section L and M of the solicitation, however, as noted in sections L and M as well, failure to meet the government's stated delivery requirement is unacceptable. An offeror proposing a delivery schedule greater than the solicitation requirement will be considered unawardable.
Q2: Can this verbiage quoted above be removed so that an Offeror can propose a longer schedule?
A2: No. however, during this question and answer period offerors may state a specific delivery timeline it determines is reasonable and the government will evaluate that question.
Q3: Can the 20-page limit on the technical proposal be extended to 50 pages?
A3: No.

The Naval Undersea Warfare Center (NUWC) Division Newport, RI intends to award a Firm Fixed Price, 5 year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the manufacture, test, package, and delivery of first article and production DT-574 Hydrophones in accordance with the attached draft Statement of Work (SOW) and Critical Item Performance Specifications (CIPS) identified in the SOW, and available upon request as detailed below in NOTE 1.
This procurement will be processed using FAR Part 15. The North American Industry Classification Systems (NAICS) code for this requirement is 334511- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 1,250 employees. This procurement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office for Small Business Programs and the Small Business Procurement Center Representative.
Solicitation N6660418R2358, (A Sources Sought for this requirement was previously listed on 6 Sept 2018), is anticipated to be released on or about 18 October 2018. The closing date for receipt of proposals will be established in the solicitation. Technical proposals are required. The Government intends to award to the eligible, responsible offeror whose offer represents the best value, considering cost/price, past performance, small business participation and technical factors. The specific evaluation criteria will be outlined in the solicitation. All timely offers will be considered. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website.
NOTE 1: The technical specification drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the technical specification drawings. Please visit http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the technical specification drawings your account in FBO needs to reflect your JCP certification. The technical specification drawing package is uploaded to the site as an attachment with limited access by JCP certified companies only.
