The Department of Veterans Affairs Technology Acquisition Center announced a Determination and Findings document on July 15, 2026, justifying consolidation of a single-award, Firm-Fixed-Price IDIQ procurement for brand-name Document Storage Systems Infusion Therapy Manager software and ancillary services, with a response deadline of July 22, 2026. The VA will procure annual limited licenses of DSS Infusion Therapy Manager software with maintenance, installation, testing, implementation, and training. The contract structure covers five ordering periods from Fiscal Year 2026 through Fiscal Year 2031, aligned with VA's Oracle EHR implementation schedule. Market research found no viable alternative solutions with required VistA/CPRS interoperability. The consolidation approach is projected to yield cost savings of at least 13.5% compared to decentralized procurement. Award will be made on best value considering technical capability, past performance, price, and Veterans Involvement factors, with technical merit as the most significant criterion.
