About this opportunity

The Defense Logistics Agency (DLA) Document & Automation Management Services Program Application support branch is seeking sustainment and integration support for the Document Services Online (DSO) application, which is based on the commercial Digital Storefront software from Electronics for Imaging, Inc. The procurement requires design, development, integration, and maintenance support of plug-ins and extension modules incorporated in the EFI software as new updates are released. Key contract requirements include maintaining existing integration modules, configuration customization and deployment, and ensuring all code and configuration changes comply with present and future Information Assurance requirements. The solicitation is posted with a due date of September 4, 2025, providing potential contractors with approximately two weeks to submit proposals. The contract falls under NAICS code 541511 for Custom Computer Programming Services and PSC category DA01 for IT and Telecom Business Application Development Support Services.

This opportunity does not utilize any set-aside designations and appears to be structured as a sole-source procurement based on the supporting Justification & Approval documentation identifying Web2Print Experts as the incumbent contractor with exclusive access to the necessary source code and specialized knowledge. The contract is planned as a five-year fixed-firm price arrangement running from October 2025 through September 2030, focusing on sustaining six existing DSO plug-ins and developing additional custom solutions to support DLA's transition from print-centric to digital-centric communication operations. The scope involves maintaining and enhancing the MarketDirect StoreFront platform with deep integration knowledge of DLA's unique pricing and funding processes. Performance of the contract work will be conducted in Philadelphia, Pennsylvania, where DLA's document services operations are headquartered.
