About this opportunity
The United States Coast Guard (USCG) Surface Forces Logistics Center is seeking industry responses for the Fiscal Year 2026 Dry-Dock Availability for the Icebreaker Coast Guard Cutter HEALY, which is homeported in Seattle, WA. The procurement will solicit responses to perform comprehensive maintenance and repair services for the 420-foot vessel, with significant work including fuel and oil purifier overhauls, tank cleaning and inspections, propulsion system maintenance, and various equipment inspections. The contract will be solicited on a coast-wide basis and result in a single requirements contract with firm-fixed-price task orders covering the period from December 1, 2025 to August 7, 2026. The first task order's performance period is anticipated from January 6, 2026 to May 7, 2026, with the Request for Proposal expected to be released around June 2025. Interested vendors must submit a capability statement using the provided questionnaire to Contract Officer Amy Kelm by April 1, 2025 at 5:00 p.m. Pacific Standard Time.
The pre-solicitation notice indicates no specific set-aside for small or disadvantaged businesses, though the USCG is interested in both small business and overall industry capabilities. The procurement falls under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. Anticipated costs will include dry-dock locations beyond 50 miles from the HEALY's homeport, with associated expenses for crew lodging, travel, and operational costs for ship movement. Original Equipment Manufacturer (OEM) GE Power will be involved in specialized work on Science Winch Control Systems, Cycloconverters, and Main Diesel Engines. The contract will require significant coordination between the contractor, Coast Guard, and OEM to manage complex maintenance activities. While no specific award value is mentioned, the comprehensive scope of work suggests a substantial contract with multiple complex technical requirements.
