The United States Special Operations Command (USSOCOM) will conduct an Industry Day for the Dry Combat Submersible (DCS) Program. The Industry Day will present information and facilitate dialogue with Industry about the Draft DCS Request for Proposal (RFP) expected to be posted to the Federal Business Opportunities (https://www.fbo.gov) website the week of 13 July 2015. The DCS Industry Day will be held on 21 July 2015, from 0800 to approximately 1700 Eastern Daylight Time (EDT) at the Hilton Tampa Downtown located at 211 N. Tampa Street, Tampa, Florida 33602.
The DCS Industry Day will include a morning session of informational briefings by Government representatives and an afternoon of pre-scheduled one-on-one meetings between the Government representatives and the person(s) representing a particular company. These individual one-on-one sessions will be limited to 20 minutes in duration. If more one-on-one sessions are requested than time will allow on the afternoon of 21 July 2015, then additional sessions will be scheduled for the morning of 22 July 2015. The individual sessions will be scheduled on a first-come, first-serve basis and the company representatives will be notified of their scheduled time by 1200 EDT on 20 July 2015. The intent of these sessions is to facilitate open dialogue between the Government and potential offerors for the DCS Program in order to improve the overall quality of the DCS RFP.
This Industry Day does not constitute a formal solicitation for proposals. Attendance at DCS Industry Day is strictly voluntary and not required for a company to respond to the formal DCS RFP once released. Following the event, material presented at the DCS Industry Day and a copy of all questions with answers will be posted on Federal Business Opportunities (https://www.fbo.gov). Questions and answers will not be attributed to any company or person.
This Industry Day will be UNCLASSIFIED and potential offerors desiring to attend must register by submitting the Registration Form attached to this announcement to the Contracting Officer, Traci Chiaro, at traci.chiaro@socom.mil, no later than 1600 EDT on 17 July 2015. The registration form includes a section for requesting an individual session. Due to limited seating, attendance at the DCS Industry Day is limited to no more than four (4) individuals per company.
The North American Industry Classification System (NAICS) code for this procurement is 336611, with a Small Business Size Standard of 1,000 employees. In order to gain access to the Registration Form and other documents which will be attached to this posting, contractors must request Explicit Access through Federal Business Opportunities (https://www.fbo.gov) and be registered in the System for Award Management (https:///www.sam.gov) under one of the following NAICS: 334511, 336611, 336612, 541330 or 541690.
