About this opportunity
The Department of the Navy Military Sealift Command seeks charter of one U.S. Flag, Jones Act-compliant tug and self-sustaining barge for containerized and hazardous materials transport, with proposals due July 21, 2026, at 11:00 AM Eastern Time. This is a Total Small-Business Set-Aside (NAICS 483111).
Place of performance is California, with loading at Military Ocean Terminal Concord, Wharf 3, on September 8, 2026, discharge in Valdez, Alaska by September 18, 2026, and return cargo to California by September 28, 2026.
The vessel must have minimum 75 twenty-foot equivalent unit (TEU) capacity, not exceed 700 feet in length or 31.5 feet laden draft, and transport approximately 75 containers (average weight 21,000 lbs, maximum 40,000 lbs) of Hazard Classes/Divisions 1.1-1.4S. The entire mission, including both loads and discharges, must be completed within three days laytime (excluding Sundays and holidays). Load and discharge terms are Free In and Out Stowed and Secured (F.I.O.S.S.).
Award will be made to the lowest price, technically acceptable offer, with evaluation considering VISA and domestic shipyard usage. One firm-fixed-price contract is expected to be awarded. Submission requires minimum documentation of ship name, price, and signature; additional required items include certificates of documentation and inspection, ABS class certificate, hazardous materials registration, safety management systems documentation, vessel security plan, detailed stow plan with trim and stability calculations, proof of ISO container socket fittings and lashing gear, certified spreader bar, and container handling forklift meeting ANSI standards. Offerors must provide vessel maintenance history on the Shipyard Data Template covering U.S. and foreign shipyard work over the four years preceding offer submission. Payment will be made through DFAS-CL via Wide Area Work Flow electronic invoicing. Prevailing wage rates apply per Department of Labor Wage Determination 2019-0288, Revision 26.
