About this file
This is a Request for Proposals (RFP) issued by Military Sealift Command Norfolk for a spot charter vessel capable of transporting containerized cargo and hazardous materials.
Vessel Requirements and Mission Parameters: The procurement seeks one U.S. Flag, Jones Act-compliant tug and self-sustaining barge with minimum capacity of 75 twenty-foot equivalent units (TEUs). The vessel must not exceed 700 feet in length or 31.5 feet laden draft. The mission involves loading approximately 75 containers of 20-foot ISO shipping containers (average weight 21,000 lbs, maximum 40,000 lbs) containing Hazard Classes/Divisions 1.1-1.4S at Military Ocean Terminal Concord, Wharf 3, California on September 8, 2026, and discharging at Valdez, Alaska by September 18, 2026, with a second load returning cargo to California by September 28, 2026. The vessel must complete the entire mission within three days laytime (Sundays and holidays excluded). Load and discharge terms are Free In and Out Stowed and Secured (F.I.O.S.S.).
Submission Requirements and Award Terms: Proposals are due by Tuesday, July 21, 2026, at 11:00 AM Eastern Time, submitted electronically to david.k.hamilton19.civ@us.navy.mil. Valid submissions require minimum documentation: ship name, price, and signature. Offerors must provide certificates of documentation and inspection, ABS class certificate, hazardous materials registration, safety management systems documentation, vessel security plan, detailed stow plan with trim and stability calculations, proof of ISO container socket fittings and lashing gear, certified spreader bar, container handling forklift meeting ANSI standards, and full fuel bunkers. This is a Total Small-Business Set-Aside (NAICS 483111) with one firm-fixed-price contract expected to be awarded. Award will be based on lowest price, technically acceptable offer, considering VISA and domestic shipyard usage. Payment will be made through the Defense Finance and Accounting Service (DFAS-CL) using electronic invoicing via Wide Area Work Flow (WAWF). All terms and conditions are specified in the MSC DRYVOY 2026 (02-26) Proforma charter form, which is incorporated by reference.
