About this opportunity
Military Sealift Command Norfolk seeks a single-voyage tug charter service to tow Crane Barge BD 6801 from Norfolk Naval Shipyard, Portsmouth, Virginia to Pearl Harbor Naval Shipyard, Pearl Harbor, Hawaii, with proposals due August 5, 2026 at 1100 Eastern Time. This procurement is a Total Small Business Set-Aside, restricting competition to small businesses.
Place of performance is the United States. The solicitation is issued under FAR Part 12 simplified procedures as RFP N3220526R6123, with a firm-fixed-price contract anticipated. The tug must be U.S. Jones Act-compliant and ocean-certified, built in 1970 or later, with sufficient horsepower and bollard pull to maintain a minimum tow speed of 6 knots in Beaufort 5 conditions while towing a 2,000-ton displacement barge (200 feet length, 80-foot beam, maximum draft 9 feet 4 inches). Laytime allowance is 4 days for the entire mission, with laydays commencing September 15, 2026 and canceling September 30, 2026.
The lump-sum price must include all services: independent marine surveyor engagement, tow bridle and hardware provision, navigation lights and day shapes installation, non-destructive testing of deck fittings, pre-tow conference attendance within 24 hours of departure, trail tug services for restricted waters and Panama Canal transit on a reimbursable basis, comprehensive towing package preparation, and position reporting twice daily in port and four times daily at sea. Offerors must submit a valid proposal containing at minimum a ship name, price, and signature, along with completed shipyard data template documenting qualifying U.S. and foreign shipyard work over the four preceding years. Service Contract Act wage determinations apply nationwide, establishing mandatory rates for vessel positions including Captain, Deckhand, Engineer, and General Vessel Assistant, plus Health & Welfare benefits and paid leave entitlements. Electronic payment will be processed through DFAS-CL via WAWF. The Government reserves the right to re-open the solicitation if full needs are not met.
