About this opportunity

The Department of the Army National Guard, specifically the 143d Airlift Wing of the Rhode Island Air National Guard, is conducting market research to identify qualified sources to provide Drug Demand Reduction Program (DDRP) Observer Support Services at Quonset Air National Guard Base. The procurement seeks contractors capable of providing qualified observers to ensure the integrity of drug testing collection processes, including direct observation of urine sample provision, verification of sample integrity, maintenance of proper chain of custody, and related administrative duties performed in a professional and confidential manner. Key contractor qualifications include strict adherence to a professional, drug-free standard of conduct and the ability to staff operations with personnel meeting specific gender requirements for observer assignments. Performance will be evaluated based on a Performance Requirements Summary with 95% acceptable quality levels, with surveillance conducted through periodic inspections by the Contracting Officer. This is a Sources Sought Synopsis for market research purposes only, with responses due by December 17, 2025, and the government is particularly interested in identifying small business sources across all small business categories.

This procurement is designated as a Total Small Business set-aside. The anticipated contract will be structured as a Firm-Fixed-Price contract with a one-year base period plus four optional one-year periods, extending up to five years total. The contractor must provide four full-time employees, including one full-time Contract Manager and three observers (specifically three males and one female based on the PWS requirements), to perform services one Saturday per month between 7:30 AM and 2:00 PM. Services will be delivered during monthly drill weekends, requiring contractor staff to attend mandatory training and comply with detailed procedural requirements outlined in Department of Air Force Manuals. No incumbent contractor information or specific budget ranges were disclosed in this pre-solicitation notice, as the government is currently in the market research phase to assess availability and capability of potential business sources.
