About this opportunity

The Corporation for National and Community Service, on behalf of AmeriCorps National Civilian Community Corps (NCCC), seeks to establish a Master Blanket Purchase Agreement for driver evaluation services for NCCC Volunteers operating government-owned vehicles, with proposals due July 30. The procurement is a single-award, best-value Master BPA competed as full and open, from which future calls will be placed as requirements arise.

Place of performance is the AmeriCorps NCCC Aurora Field Office located at 1500 E Oxford Ave Suite B, Denver, Colorado 80014. Services cover vehicle operator evaluations across the United States and its territories. The contractor must provide qualified driving evaluators to conduct road tests and assessments for Volunteers using government-owned vehicles including 15-passenger vans, minivans, sedans, and pickup trucks. The contract structure comprises a 12-month base period (August 1, 2026 through July 31, 2027) plus four one-year option periods through July 31, 2031, with the Government anticipating 1,000 operator evaluation services annually. Each evaluation must last a minimum of 30 minutes and follow prescribed routes and timelines. Services are performed Monday through Friday, 8:00 AM to 6:00 PM Mountain Time, excluding federal holidays.

Key Personnel must include a Project Manager with a minimum of 10 years' experience in federal financial management and a Driving Evaluator with a minimum of 5 years' experience possessing State of Colorado or nationally recognized driving evaluation certification. The contractor must provide all personnel, facilities, and supplies; the Government furnishes vehicles, fuel, and evaluation forms. Compliance with FISMA, the Privacy Act of 1974, and NIST information security standards is required, along with strict confidentiality of government information and volunteer data.

Evaluation criteria rank technical understanding and approach (Factor 1) first, staffing approach and key personnel qualifications (Factor 2) second, and past performance (Factor 3) third, with all non-price factors combined significantly more important than price. Offerors must submit two past performance references from contracts or purchase orders awarded within the past five years, similar in size and scope. NAICS 611692, PSC R499.
