About this opportunity

The U.S. Army Corps of Engineers, New England District is issuing an Invitation for Bids (IFB) for the Dredging, Cape Cod Canal and Sandwich Beaches Shore Damage Mitigation project. The work involves hydraulically dredging approximately 320,300 cubic yards of sand from the Scussett Beach Borrow Area and pumping it directly onto Town Neck Beach in Sandwich, Massachusetts. The successful contractor will be required to provide all necessary equipment and materials, including a hydraulic pipeline dredge plant, booster pumps, and pipeline weights. The anticipated dredging window is from October 1, 2024 to March 15, 2025, with a required production rate of 110,000 cubic yards per month to complete the work within the designated timeframe. The total estimated construction cost range is $5,000,000 to $10,000,000.

This is an Unrestricted IFB under NAICS code 237990 with a $37M size standard. The solicitation does not allow the use of hopper dredges due to the shallowness of the borrow site and the need to continuously cross the Federal Navigation Channel. The successful offeror will be required to spread, shape, and grade the dredged material to meet the required beach berm and dune profile on Town Neck Beach, which includes both public and private properties.

The material dredged from the SBBA will be pumped directly onto the beach via an estimated length of approximately 9,000 feet of hydraulic pipeline. Crossing the Canal with the hydraulic pipeline will be required between the SBBA and Town Neck Beach. Within the limits of the Canal the top of pipeline must be submerged at all times to depths equal to or greater than -38 feet MLLW and bottom of pipeline continuously resting on the ocean floor. Dredged material that is pumped directly onto Town Neck Beach will be spread, shaped, and graded to meet the beach?s required beach berm and dune profile.Under this contract the successful offeror will be required to provide the equipment (i.e., hydraulic pipeline dredge plant, booster pump(s), pipeline weights, and heavy equipment) and materials required for the removal of material from the aforementioned SBBA and for the placement of dredged materials onto Town Neck Beach including both publicly and privately owned properties. The anticipated dredging window for the project is from October 1, 2024 ? March 15, 2025.
