About this file
This document is a letter from the Massachusetts Office of Coastal Zone Management (CZM) certifying that the U.S. Army Corps of Engineers' (USACE) proposed Cape Cod Canal Section 111 Shore Damage Mitigation Project in Sandwich, Massachusetts is consistent with CZM enforceable program policies.
The related federal contract opportunity is for the Dredging, Cape Cod Canal and Sandwich Beaches Shore Damage Mitigation project. The USACE New England District will issue an Invitation for Bids (IFB) for this unrestricted procurement with a NAICS code of 237990 and size standard of $37M. The construction is expected to take 5 months and cost $5M-$10M. The project will require hydraulically dredging approximately 320,300 CY of sand from the Scussett Beach Borrow Area, which will then be pumped directly onto Town Neck Beach via a hydraulic pipeline crossing the Cape Cod Canal. The anticipated dredging window is October 1, 2024 - March 15, 2025, with a required production rate of 110,000 CY per month to complete the work within the designated timeframe.

Re: CZM Federal Consistency Review of USACE Cape Cod Canal Section 111 Shore Damage
Mitigation Project – Sandwich.
Dear Ms. Moses:
The Massachusetts Office of Coastal Zone Management (CZM) has completed its review of the proposed project to construct an engineered beach at Town Neck Beach using approximately 388,000 cubic yards of beach-compatible material that would be dredged and pumped from a nearshore borrow site off neighboring Scusset Beach State Reservation.
Based upon our review of applicable information, we concur with your certification and find that the activity as proposed is consistent with CZM enforceable program policies.
If the above-referenced activity is modified in any manner, including any changes resulting from permit, license, or certification revisions, including those ensuing from an appeal, or the activity is noted to be having effects on coastal resources or uses that are different than originally proposed, it is incumbent upon the proponent to notify CZM and submit any modified state permits, licenses, or certifications.
Thank you for your cooperation with CZM.
Sincerely, Alison Brizius
