AMENDMENT 0004
Response to Request for Information (RFI)
1. Per plans sheet G-002: what is the purpose of identifying “LIMITS AND AREA OF ROCKY &
INTERTIDAL HABITAT (TYP)”? What do these areas signify? Can you provide the coordinates or a shape file for the AREA OF ROCKY INTERTIDAL HABITAT (2018) shown?
Government Response: The areas of rocky intertidal habitats are shown for general awareness.
Other than requirements already built into the design, there are no requirements for the Contractor to avoid these areas or to maintain any set distances.
2. Per plans sheet G-002 note “LIMITS OF NEW BEACH FILL: NEW DUNE GRASS AND SAND FENCE NOT SHOWN FOR CLARITY”: Dune grass & sand fencing not identified in solicitation or specs, please clarify if dune grass & sand fencing is part of this contract.
Government Response: Callouts pertaining to dune grass and sand fence as shown on sheet G-002 were left in error and shall be removed. See “Plan Changes” under this amendment for revised sheet G-002.
3. Per specs SECTION 35 20 23, Pages 14&15, 3.3.4 Pipeline Leakage: "To minimize damage caused by leaks in the pipeline, the Contractor shall inspect the entire length of pipeline daily with a minimum of 4 times within 24 hours (1 inspection every 6 hours) during discharging operations."
Please define what INSPECTION means. Shoreline can be inspected regularly, but subline can only be inspected during daylight hours (suggest once/day). Please clarify requirement.
Government Response: Subpart 3.3.4 in Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT refers to floating pipeline and pipeline running along the shore. Subpart 3.3.5b in Section 35 20 23 is meant to refer to initial inspection requirements for submerged pipeline and subpart 3.3.5e is meant to refer to daily inspections of submerged pipeline. Refer to “Specification Changes” under this amendment for revised language under subparts 3.3.5b and 3.3.5e.
4. Per specs SECTION 01 11 00, Page 7, 1.7 Work Commencement & Completion Requirements: “b.
At the completion of dredged material placement operations on Town Neck Beach, a report shall be submitted by email to both National Marine Fisheries Service (NMFS) and USACE, summarizing the vessel routes taken, number of trips, any sightings of Endangered Species Act (ESA)-listed species, and any actions taken to avoid interactions with ESA-listed species.” And SECTION 01 57 19, Page 7, 1.9.2 Special requirements “c. A marine mammal / turtle observer with written approval from the National Marine Fisheries Service (NMFS), and contracted and paid for by the permittee, must be present aboard disposal vessels for all transportation and disposal activities. Resumes of endangered species observers must be submitted for approval by the Contracting Officer within five days of the award of the contract. No dredging will be allowed until observers have been approved.
The name of the observer must be recorded in the logbook and is required to be on lookout for marine mammals and sea turtles for the duration of the trip.” Please clarify reporting requirements and that a species observer is required aboard the hydraulic dredge for dredging activities.
Government Response: The marine mammal / turtle observer (also sometimes referred to as an endangered species observer) will only be required to be on-board the dredge vessel during the period of 1 January to 15 March of any year. All other conditions as specified in the contract specifications shall remain the same. The Contractor will still need to provide to the Contracting Officer resumes of NMFS-approved observers prior to 1 January so that the Contractor may continue to work beyond 1 January of any year.
The requirements for reporting are specified under Subpart 1.9.2d in Section 01 57 19
TEMPORARY ENVIRONMENTAL CONTROLS.
The report to NMFS and USACE as required under part 1.7 in Section 01 11 00 SUMMARY OF WORK shall include a summary of the information specified under subpart 1.7b for the period of placing dredged material along the beach.
5. Per specs SECTION 01 57 19, Pages 11&12, 3.6.1 Eelgrass: is there any requirements for monitoring of turbidity, suspended sediments or sedimentation by the contractor for working near eel grass? Beach fill material could migrate to these areas. Is there any limitations to dredge production or delays to fill operations that bidders should include in their pricing?
Government Response: There are no requirements for monitoring and there will be no limitations to dredge production or delays to beach fill operations if the Contractor strictly follows the contract requirements pertaining to eelgrass.
6. Per specs SECTION 01 11 00, Page 3, 1.1.2 General Description of the Work : “(2) Perform dredging work to a maximum depth of -18 feet MLLW to remove approximately 240,300 to 320,300 cubic yards of dredged material from within the designated boundary of the Scusset Borrow Site using a hydraulic pipeline dredge plant.” Is the max dredge depth of 18ft reflect the average leave-in AD depth, or are any soundings deeper than 18 allowed? Can material under 18’ be disturbed by the cutterhead. To what depth is the borrow area permitted to?
Government Response: The project is based on VOLUME. The maximum 18 feet was based on the borrow site’s boundary and the needed quantity. Payment will be based on volume regardless of the after-dredge survey showing depths dredged above or slightly below the 18-foot depth. The outcome of the bid opening and what additives are awarded will determine the total amount of dredged material required to meet the contract whether it be 240,300 cubic yards or 320,300 cubic yards, or somewhere in between.
7. Per plans sheets G-002 & G-003: Can you please provide XYZ data of hydrographic surveys of Scusset Borrow Site (November 2023) and Cape Cod Canal Entrance Channel (March & June 2022)?
Government Response: Data as requested provided under this amendment. Scusset Borrow Site XYZ file name: MA_36_CCC_20231109_CS_086_03avg - Scusset Borrow.xyz. Cape Cod Canal’s East Entrance Channel XYZ file name: MA_36_CCC_CURRENT_20220804_CS_032_03Avg.xyz (note that a more current hydrosurvey dated August 2022 is attached).
8. Has the Scusset Borrow Site historically been used? & if so to what depth and dates?
Government Response: No historical information available or found on any usage.
9. Per specs SECTION 00 32 00 GEOTECHNICAL DATA: can the depths of core samples taken be provided and/or full geotechnical report be provided?
Government Response: A report with additional information will be included under this amendment (file name: Scusset_Borrow_Site_Sampling_00 32 00.pdf) that will replace all 16 data sheets currently attached at the end of Section 00 32 00. Refer to “Specification Changes” under this amendment for add of report.
PLAN CHANGES
1. Contract Drawing sheets G-002 has been revised and is attached as part of this amendment. Refer to sheet’s Revision Mark 1 for description of change.
SPECIFICATION CHANGES
1. Amend Section 00 32 00 GEOTECHNICAL DATA as follows:
Remove all 16 data sheets currently attached at the end of Section 00 32 00 and replace them with the Woods Hole Group report titled “Section E – Existing Environment”.
2. Amend Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT as follows:
a. Under subpart 3.3.5b, remove the first sentence that reads:
“After the placement of the submerged pipeline, the Contractor shall perform a hydrographic survey as often as needed to ensure that the submerged pipeline is continuously fully submerged and that there are no leaks.”
and replace it with the following verbiage:
“To ensure that the submerged pipeline is continuously fully submerged and that there are no leaks, the Contractor shall perform a hydrographic survey along the submerged pipeline immediately following its installation. This includes all submerged pipeline within the channel and outside of the channel”
b. Under subpart 3.3.5e, remove paragraph in its entirety and replace it with the following:
“Inspections: The Contractor shall make daily inspections of the submerged pipeline within the channel by performing at least one hydrographic survey daily along the submerged pipeline.
Submerged pipeline outside of the channel shall be inspected using hydrographic surveys as often as needed. Inspections shall be performed to ensure no leakage and that the bottom of submerged pipeline is still on the ocean bottom and not buoyant, and/or anchors or weights have not loosened.”
**Plans and/or Specifications not listed under this amendment will remain unchanged.
