E. EXISTING ENVIRONMENT

PHYSICAL CONDITIONS

Bathymetry A detailed bathymetric survey of the seafloor off Scusset Beach was performed by the Woods Hole Group subcontractor Hydro Data, Inc. on December 30-31, 2015. The survey area was aligned parallel to the shoreline for 6,500 – 7,000 feet and extends offshore approximately 1,300 feet. Survey transects were spaced at 50-foot intervals.

The survey was performed by a crew that included an ACSM/THSOA certified Hydrographer. The crew was equipped with a Parker 25-foot survey boat, a Novatel RTK Global Positioning System with 20Hz update rate, and an Innerspace Model "455" survey grade digital depth sounder with a 200kHz transducer and 20 depth/sec update rate. The Model 455 depth sounder incorporates transducer draft corrections, calibration for speed of sound through water and gain control. Calibration for speed of sound through water was accomplished by employing the bar check method.

RTK GPS elevations were referenced to survey monument “7180 H 1976” which is a standard disk located near the survey site and north of the US Coast Guard station in Sandwich, MA. During post-processing of data, sounding were reference to the tidal datum mean lower low water (MLLW) and the vertical geodetic datum NAVD88.

Geophysical Survey In concert with the bathymetric survey, a geophysical survey of the seafloor off Scusset Beach was performed by Hydro Data, Inc. on December 30-31, 2015. The geophysical survey used side scan sonar, a sub-bottom profiler, and a magnetometer to collect data needed to characterize the sediment framework of the study area.

Side scan sonar data were collected on December 31, 2015 along transects spaced at 50-foot interval (Figure E-2). The survey was performed using a Marine Sonics Technology "Sea Scan" 600kHz system. The "Sea Scan" system is comprised of a 600kHz towfish, a "Sea Scan" computer system, a 40 meter tow cable and a towfish depressor. In operation, the sonar sensor unit, referred to as the tow-fish, is towed by the survey vessel past an object or through the area of investigation. Two simultaneous fan-shaped acoustic beams, oriented at right angles to the tow-fish, are continually transmitted and then reflected off objects and seafloor features. The reflected signals are received by the transducers in the tow-fish, filtered, amplified and presented graphically to yield a display analogous to an oblique photograph of the river bottom and the objects on it. The system software allows measurement of the horizontal and vertical dimensions of objects shown on the side scan images. A Differential Global Positioning System (DGPS) was interfaced with the side scan system during survey operations to correlate latitude-longitude location and side scan targets. The side scan towfish was deployed off the starboard and stern of the survey vessel approximately in line with the GPS antenna. The towfish layback varied depending on water depth.

All side scan sonar data were post-processed by Woods Hole Group using the Chesapeake Technology SonarWiz software suite. Each sonar line was processes to remove poor backscatter or excessive noise using a variety of signal processing filters, such as beam angle correction (BAC) and time variable gain (TVG). Following sonar file processing, the data were added to spatial mosaic of data files (Figure E-3). The mosaic revealed that the survey area contained bottom substrate that was homogenous in backscatter strength, which can be interpreted as a uniform sediment texture.

Sub-bottom profile data were collected using an Edgetech Sub-Bottom Profiler consisting of a 3100P topside unit and a SB-424 towfish. This system utilizes EdgeTech’s Full Spectrum CHIRP technology, providing high resolution imagery of the sub-bottom structure at penetration up to 100m; the SB-424 towfish provides slightly higher resolution but less penetration, which is ideal for this survey since the maximum profile distance needed is approximately 6-8 m (Edgetech, 2016).

The system operates by emitting a tuned FM acoustic pulse (frequency range of 4-24 kHz), which travels through the water column and into the sea floor. Each acoustic interface in the bottom reflects part of the pulse back to the surface where it is received by the hydrophone, processed, and presented graphically in the standard sub-bottom profile format (signal strength vs. travel time). The sub-bottom system integrates navigation data from a DGPS to correlate of latitude-longitude with sub-bottom targets.

The sub-bottom profile image shows the location of large buried objects, and in the case of this survey, changes in sediment density (sediment layering).

During survey operations the tow fish was harnessed off the port side of the survey vessel. Sub-bottom data were collected along transects spaced at 50-foot intervals (Figure E-2). Most of the sub-bottom profile data were collected on December 30, 2015.

Data from the outer 4 transects were collected on December 31, 2015.

Sub-bottom profile data were processed and reported by Hydro Data, Inc.; these data are included as plots in Section K. A look at the data from sub-bottom profile survey lines SB-7, SB-9, SB-11, and SB-13 reveal a uniform composition throughout most of the central and southeastern ends of the area, with some layering evident in the northeast of the area (Figures E-4, E-5). Although there are more data, the importance of these four survey transects is that they characterize the subsurface of the offshore areas that are being considered as a sand source.

Magnetometer data were collected using a Marine Magnetics SeaSpy magnetometer.

Navigation data from a DGPS was integrated with the magnetometer data, providing correlation of latitude-longitude location and ferrous targets (if present). Magnetic data values and position information were stored on a vessel based laptop computer for later play back and analysis. The magnetometer towfish was deployed off the starboard side and stern of the survey vessel (approximately in line with the DGPS antenna). The sensor was towed 70 feet aft of the GPS antenna and approximately 2 feet below the water surface. Data were collected along transects spaced at 50 foot intervals (Figure E- 2). All magnetometer data were collected on December 30, 2015. These data were collected primarily for use in the marine archaeological assessment report which is provided in Section O.

Sediments The area offshore Scusset Beach is characteristic of a dynamic nearshore sedimentary environment that is dominated by wave energy. This characterization of Scusset Beach is consistent with the conventional understanding of the coastal processes that have resulted in the large accumulation of sand adjacent to the Cape Cod Canal breakwater, which is documented by the seaward progression of the MHW shoreline position since the early 20th century. The data collection efforts for this project that support this characterization include sediment sampling, video imagery of the bottom sediments, side-scan sonar, and interpretation of aerial photography products.

Sediments were collected to physically characterize the dune, supra- and intertidal beach, as well as the sub-tidal areas of the region offshore Scusset Beach, specifically within the footprints of the potential alternatives that would be considered for a sand source for Town Neck Beach, Sandwich. Dune samples were collected with a hand auger. The areas above mean high water (MHW) and in the intertidal were sampled as a surface grab using a stainless steel shovel. Subtidal locations were sampled using a vibrocorer.

Beach and intertidal grab samples were collected during the low tides March 16–17, 2016 at Scusset Beach and Town Neck Beach, Sandwich. Samples were collected at the request of the USACE-NAE Marine Analysis Section to facilitate a compatibility analysis between the receiving beach and the potential sources. Twelve (12) samples were collected at each beach (Scusset and Town Neck, 24 samples total) along six shore normal transects. Each transect consisted of two samples: one sample collected on the beach above MHW and one collected on the intertidal beach. Sediment samples were sent to GeoTesting Express Laboratories for grain size analysis using method ASTM D422. Results from the Scusset Beach samples are summarized in Table E-1 and Figure E-6 plots the sample locations. The results characterize Scusset Beach with a homogenous matrix of medium-coarse grained sand, with a mean D50 of 0.61 mm.

Samples SI1, SI2, and SI3, which are located at the eastern end of the project area and nearest to the offshore borrow site, have a mean D50 of 0.50 mm. Laboratory results are included in Section K.

Results from the Town Neck samples are summarized in Table E-2, with location plotted in Figure E-7. The results characterize Town Neck Beach samples (“TB” prefix) with a homogenous matrix of medium-coarse grained sand with some gravel, and a mean D50 of

Town of Sandwich - Notice of Project Change Page E7of E34 Scusset Beach Sediment Borrow Source, Sandwich, MA

0.86 mm. The mean D50 of Town Neck Beach samples decreases to 0.60 mm with the removal of sample TB1 from the sample set because the sample was located outside of project area and it contained an anomalously high gravel content that skews the calculation. A review of the intertidal samples at Scusset Beach reveals a moderately to poorly sorted, coarse sand and gravel matrix of sediment. In general, the sediment at Town Neck in coarser than at Scusset; this is likely the result of sediment erosion and prevention of longshore transport replenishment caused by the Cape Cod Canal. It is important to note that these Town Neck beach samples were collected approximately 6 weeks after the USACE nourished Town Neck Beach with approximately 130,000 c.y. of sand dredged from the Cape Cod Canal navigation channel; the material sampled is likely the sand dredged from the canal. This is important to note for two reasons: 1) the dredged material represents the native sediment source to Scusset that was trapped by the canal; 2) this occurrence of this sand on Town Neck Beach is the result of artificial bypassing.

Dune boring samples were collected on October 20, 2016 at Scusset Beach, Sandwich.

Samples were collected to facilitate a compatibility analysis between the receiving beach and the potential sources. Six (6) hand auger borings were collected along a shore-parallel transect near the crest of the dune. Borings were completed to a depth of 7-feet at each location. Each down-hole sub-sample was measured, described, and logged by a trained sedimentologist before the sediments from each down-hole interval were homogenized to create one composite sample of the entire boring. Sediment samples were sent to GeoTesting Express Laboratories for grain size analysis using method ASTM D422. Results from the Scusset Beach dune boring samples are summarized in Table E-3; Figure E-6 plots the sample locations. The results characterize the dune system as a homogenous matrix of well-sorted (poorly graded) medium grained sand, with a mean D50 of 0.57 mm. Laboratory results are included in Section K.

Cores were collected offshore Scusset Beach on May 20, 2016. Cores were collected using a vibrocoring system deployed from a small pontoon barge. The cores were collected in 2-5/8 inch ID polycarbonate core tubes within a stainless steel core casing.

These core liner tubes collect approximately 1 liter or 0.28 gal of sediment per linear foot of recovery. At each pre-determined location, the core barge anchored using spuds and deployed the pneumatic vibrocoring system via a winch and A-frame through the barge moonpool. Core sample locations were selected to characterize the shore parallel shoal and surrounding area (Figure E-6). Navigation was logged via a differential GPS with 1- 3 meter accuracy. Cores penetration depths were targeted to characterize the depth of excavation proposed in the engineering design of alternatives. All eleven cores penetrated to 100% of the design depth, with 90-100% sediment recovery in 10 of the cores. One core (Station 11) experienced a bent core barrel due to rough weather/swell that moved the barge and prevented full recovery. Upon recovery, sediment cores were capped and sample metadata was logged. Cores were subsequently split open, geologically described, logged, photographed, and sampled for grainsize analysis. As there were no stratigraphic or textural differences in material, grain size samples were composited according to the sections each of the cores were cut into for handling purposes following collection. Laboratory results are summarized in Table E-4; the original laboratory data sheets are contained in Section K. As with the beach grab samples, the offshore sediment is made up of entirely of poorly graded sand; both spatially and with depth, this is a homogenous deposit of fine-medium grained sand with a mean D50 of 0.21 mm (Table E-4). Having the same source of material, the differences between the beach/intertidal samples (coarse-medium sand) and the offshore samples (medium-fine sand) are dominated by the physical processes that sort the grain sizes.

Upon review of the side-scan sonar files (described previously), both individually, and in mosaic form, it was apparent that the survey area was characterized by a uniform backscatter intensity, with only subtle changes in the northern portions of the area. Since backscatter intensity is heavily influenced by the bottom texture (e.g., grain size), it can be assumed that the bottom sediments within the survey area are characterized by a relatively uniform grain size composition. Based on a “groundtruthing” review of grain size results from sediment samples collected in the survey area, it was concluded that this assumption is valid: the sediment matrix of the nearshore bottom is comprised of well sorted (poorly graded), fine to medium sand, which is sorted and transported by longshore transport mechanisms. During an October 2015 eel grass survey (described later), underwater video imagery was collected throughout the survey area, which supports the occurrence of a homogenous sandy bottom. Furthermore, the homogenous composition of the sediment cores supports that this assumption is also valid in the subsurface of sampled areas.

Confidence in the sediment composition of the study area is supported by the evaluation of the empirical data sources described above.
