About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite Data and Information Service (NESDIS), specifically the Office of Space Weather Observations (SWO), has issued a Special Notice regarding the Space Weather Observations Antenna Network (SAN) Commercial Services. The notice concerns a draft Statement of Work (SOW) for Commercial Antenna as a Service (CAaaS) that will support two key satellite missions: SWFO-L1 and SOL-A. NOAA is seeking to establish a ground antenna network that provides global X-band telemetry downlink coverage and Southern hemisphere S-band radiometric tracking. The agency plans to release a formal solicitation in calendar year 2025 and is currently conducting market research to gather feedback from potential vendors. Multiple support service contractors, including The Aerospace Corporation, MITRE, and others, will be involved in evaluating responses to this request for information.

The primary objective of this Special Notice is to solicit industry feedback on the draft SOW for commercial antenna services supporting space weather observation missions. Interested contractors are invited to submit comments and feedback by Monday, June 2, 2025, at 10AM Eastern Daylight Time, directly to the Contracting Officer Suzanna Espinoza and Contract Specialist Cherron Bennett-Pettus. The contract is expected to cover the period from April 2026 through March 2031, with key technical requirements including 99.5% operational availability, encrypted communications, and rapid telemetry data streaming. There is no specific set-aside for this opportunity, suggesting open competition among qualified vendors. The contract will require supporting mission lifecycle phases, participating in integration and testing events, and complying with NOAA security standards. Contractors should be prepared to potentially provide antenna services for both the SWFO-L1 (launching in 2025) and SOL-A (planned for mid-2029) missions, with the capability to support global coverage and meet stringent technical specifications.
