About this file

This document is a set of responses to questions about a draft Statement of Work (SOW) for Space Weather Observations Antenna Network Commercial Services. The SOW, with Notice ID DraftSOW-SWO-SAN-CommercialSVCS-2025, involves NOAA's National Environmental Satellite Data and Information Service (NESDIS) seeking commercial services for ground antenna network support for two space observatories: SWFO-L1 and SOL-A. Key technical clarifications include confirmation that existing out-of-continental-United-States (OCONUS) antennas are expected to support one observatory at a time, with contractors required to conduct their own analysis of ground station asset requirements. Operational availability will apply separately to each observatory, and the spacecraft are not redundant.

The responses also address interface development requirements, noting that the current Space Weather Observations Antenna Network (SAN) interface was developed for the SWFO-L1 mission and will need modification to support the SOL-A mission and interface with additional NOAA-owned ground station assets. No significant changes to the commercial antenna service interface are anticipated. Interested parties are invited to submit feedback by Monday, June 2, 2025, at 10AM Eastern Daylight Time to the specified NOAA contracting personnel. The government intends to release a formal solicitation in calendar year 2025 and will use submitted feedback to inform potential changes to the draft document.

DRAFT SOW: Space Weather Observations Antenna Network Commercial Services

Notice ID: DraftSOW-SWO-SAN-CommercialSVCS-2025

Questions to the SOW:

Regarding 3.2.1 Baseline Service: Are the existing SWFO OCONUS antennas sufficient to support service for one observatory at a time?

Answer: The availability and G/T requirements for ground antennas supporting SOL and SWFO-L1 are the same, so if the existing OCONUS antennas meet the needs for SWFO-L1 then they will be sufficient to support one observatory at a time. The expectation is that contractors will conduct their own analysis to determine the ground station assets needed in order to fulfill the relevant system requirements such as Operational Availability, Global Visibility, and the Service Gap.

Regarding 3.2.2 Option 1: Does operational availability apply to each SWO Observatory separately, or to both as a unit? Are the spacecraft redundant?

Answer: Operational availability applies to each SWO Observatory separately. The spacecraft are not redundant.

Regarding 3.4 and the anticipation that the SAN interfaces will be modified, please elaborate on what interface development is expected of the contractors, is there any additional information about these functional interface modifications?

Answer: The current SAN interface was developed to support the SWFO-L1 mission. Interface development will be required to expand the SAN to interface with additional NOAA-owned ground station assets and enable support of the SOL-A mission in addition to SWFO-L1, but no significant changes to the commercial antenna as a service interface are expected. This contract has not been awarded yet so no additional information is available at this time.
