About this opportunity

This Special Notice was published by the Naval Air Systems Command Naval Air Warfare Center to solicit industry feedback on a draft solicitation for aircrew services to support the Naval Test Wings Atlantic and Pacific squadrons. The draft solicitation seeks proposals for pilots, naval flight officers and other aircrew across various aircraft types to provide test and evaluation support services at bases including Patuxent River, St. Ingones, Point Mugu and China Lake.

The purpose of the Special Notice was to allow interested contractors to review and provide comments on the draft solicitation by October 11, 2018. Contractors were instructed to submit any questions or feedback on the draft solicitation to the specified Contract Specialist by the stated deadline. The Special Notice provided an overview that the draft solicitation was for a five year IDIQ contract with a maximum level of effort of 937,624 hours for services including pilots, aircrew and instructors. It clarified that responses to the Special Notice were for informational purposes only and would not constitute an offer or commitment by the Government.

The Naval Air Systems Command (NAVAIR) has awarded contract N0042119D0071 to Wyle Laboratories Inc. (KBRwyle), DUNS 041024415, CAGE Code 2B360 of Huntsville, Alabama, 35806, for aircrew services in support of the Naval Test Wing mission.

This effort was competed as a full and open competition which resulted in the placement of a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. The contract will consist of cost-plus-fixed-fee (CPFF) and cost reimbursement (non-fee bearing) line items and Not Separately Priced (NSP) CLINs for Contract Data Requirements Lists (CDRLs).


This IDIQ contract will permit specific task orders to be issued based on the general tasking outlined in the Non-Performance Based Statement of Work (NPBSOW). KBRwyle will provide certified and qualified operational aircrew to ensure completion of mission essential testing and evaluation for the wing squadrons at Naval Air Systems Command (NAVAIRSYSCOM), Naval Air Warfare Center Aircraft Division/Weapons Division (NACWAD/WD) Patuxent River, Maryland and Pt. Mugu, California and China Lake, California. The large business size standard was competed as $32.5M under NAICS 488190, PSC AC15 - R & D- Defense System: Aircraft Operation.


The Government has determined that the successful offeror, KBRwyle, will provide the best value to the Government all factors considered. KBRwyle's proposed cost/price has been determined to be fair and reasonable under this competition.

The purpose of today's posting is to provide the attached DRAFT SOLICITATION for Aircrew Services for the Naval Test Wings Atlantic/Pacific Squadrons (NTWL/NTWP)follow-on. The Government is seeking Industry's preliminary review and comments.
For interested businesses, please submit your questions and comments after reviewing the DRAFT SOLICITATION to Contract Specialist, Sheryl Pope at Sheryl.pope@navy.mil no later than 11:00 AM (EST) on 11 October 2018.

All data received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
