About this opportunity

The U.S. Army Corps of Engineers (USACE), St. Louis District, has issued a Special Notice soliciting public feedback on a draft solicitation for the construction of a new 1,200-foot lock at Lock and Dam 25. Lock and Dam 25 is located on the Mississippi River, approximately 61.5 river miles upstream from St. Louis and 241.5 miles above the mouth of the Ohio River. This notice represents an opportunity for interested vendors to review and provide input on the project documentation before the formal solicitation is released. The project falls under the category of heavy and civil engineering construction (NAICS 237990) and construction of non-building facilities (PSC Y1PZ). No set-aside restrictions apply to this opportunity.

The primary purpose of this Special Notice is to gather vendor feedback on the draft solicitation materials to inform and improve the final solicitation package. Interested contractors must submit their feedback via email to NESPLock25Project@usace.army.mil with the subject line "DRAFT Solicitation Feedback - W912P926RA004 - NESP LD25 1200 ft Lock" by the May 1, 2026 deadline. The project is part of the Navigation and Ecosystem Sustainability Program (NESP) and focuses on modernizing navigation infrastructure while addressing environmental considerations. There are no specific eligibility criteria mentioned in this notice, as it is explicitly a feedback collection phase rather than a formal procurement solicitation. Contractors interested in bidding on the eventual full solicitation are encouraged to review the draft materials, which include plans available upon request according to instructions in the solicitation document.
