About this opportunity

NOAA intends to solicit Task Order 1 (TO-1) under its pending ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain IDIQ contract, with a comment deadline of April 17, 2026, 1:00 PM EST on draft RFP documents posted as of April 8, 2026. This is a draft pre-solicitation notice; responses will not be returned and the Government is not obligated to award or reimburse proposal costs. No set-aside applies.

The TO-1 seeks near-real-time Global Navigation Satellite System (GNSS) Radio Occultation (RO) satellite data and ionospheric measurements for processing into neutral atmosphere and space weather products for NOAA's operational weather prediction and research systems. Contractors must operate their own on-orbit sensors at 100 km altitude or higher; sounding rockets and suborbital systems are excluded. Data will be archived by NOAA under one of five licensing options ranging from immediate unrestricted distribution (Creative Commons Attribution 4.0) to options with government-and-international-partner restrictions and optional later transition to unrestricted rights.

Performance runs from December 1, 2026 through December 1, 2028 (731 days for existing NOAA GNSS-RO data providers; 696 days plus 35-day implementation period for new contractors). Contractors must deliver 10,000 to 20,000 compliant RO profiles per day (minimum 500 daily to qualify) and 500 to 1,000 Total Electron Content (TEC) ionospheric tracks daily with global spatial distribution. Desired capabilities include enhanced Signal-to-Noise Ratio profiles and temporal resolution enhancements from varied orbits.

Proposals require two volumes: Technical (15 pages maximum, Times New Roman 12-point) and Price (Firm-Fixed-Unit-Price per profile across tiered quantity ranges). NOAA anticipates awarding one to three independent providers to ensure data redundancy. Evaluation uses best-value tradeoff analysis with technical approach as the primary factor. Draft solicitation documents (Statement of Work, Price Volume Spreadsheet, RFTOP Instructions, and Q&A Compilation addressing 157 industry questions) were updated April 7 and April 8, 2026.
