About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) published this Draft Request for Proposal (RFP) on March 12, 2026, for the Professional, Scientific, and Technical Services Program (ProTech) 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This is a draft solicitation (RFP No. 1305M426R0011) issued for industry review and feedback purposes only, with no proposals to be submitted at this time. NOAA intends to acquire commercially-produced satellite-based terrestrial and space weather data to complement existing government observing systems and advance environmental monitoring capabilities. The contract aims to operationalize commercial observation data for improved weather forecasting, numerical modeling, space weather prediction, and decision support services across NOAA's mission areas. This special notice represents NOAA's effort to solicit industry input on procurement structure and feasibility prior to releasing the final solicitation.

The primary objective of this draft RFP is to allow industry stakeholders to verify the reasonableness and feasibility of requirements while promoting competition for this substantial acquisition. NOAA specifically solicits feedback on pricing structures for space-based environmental data and small business subcontracting opportunities through a question-and-answer period ending March 24, 2026 at 1:00 PM EST, with an industry day scheduled for April 9, 2026. The final RFP is anticipated to post on SAM.gov around April 24, 2026, with proposals due by May 22, 2026. All prospective offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award, and the procurement anticipates awarding at least twelve contracts to small businesses across seven functional categories spanning GNSS-Radio Occultation, GNSS-Reflectometry, Microwave Sounders, Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. The IDIQ contract includes a five-year base ordering period from September 1, 2026 through August 31, 2031, with one optional five-year extension, and a ceiling dollar amount of $8 billion across all five ProTech 2.0 domains.
