About this opportunity
NASA Johnson Space Center intends to solicit a Multiple Award IDIQ contract for Flown Space Vehicle Multimodal Transportation services, with final RFP release anticipated in late 2026 and a question-and-comment period closing April 9, 2026. No set-aside applies; full and open competition is planned with multiple awardees.
The contract establishes enterprise capability for transportation planning, engineering analysis, cradle and rigging design, movement execution, artifact preservation, safety and security compliance, and post-transportation activities for large aerospace vehicles, spacecraft artifacts, and specialized aerospace hardware requiring multimodal solutions. Scope includes five Firm-Fixed-Price contract line items: Movement Analysis, Movement Execution, Additional Engineering Services, Reuse of Transport Equipment, and Long-Term Artifact Monitoring. Performance spans domestic and international transport with export control considerations where applicable. The contract covers fiscal years 2026 through 2033 with a base five-year period from anticipated 4Q FY2026 award and optional extensions thereafter. Guaranteed minimum order is $300,000 with a not-to-exceed amount of $300,000,000.
NAICS code 541330 applies; small business size standard is $25,500,000. Evaluation criteria include Technical Acceptability, Past Performance (significantly more important than Price), and Responsibility Considerations using performance-price tradeoff methodology. Labor rates and non-labor resource pricing (maximum 15% indirect) are standardized and apply across task orders. Subsequent task orders will be issued as firm-fixed-price orders using fair opportunity procedures.
NASA held a Pre-Solicitation Conference in late April 2026 and is conducting One-on-One Reverse Industry Day sessions May 27–28, 2026 (virtual via Microsoft Teams) for market research and feedback on acquisition strategy. RSVP deadline is May 26, 2026, 11:00 AM CST. Participants must be active in SAM.gov. NASA's Subject Matter Experts will conduct Q&A sessions; no formal presentations are planned. Attendance costs are contractor-borne.
