About this opportunity

The Department of the Army Portfolio Acquisition Executive (PAE) Fires is seeking to produce and rapidly field up to 24 Enduring-High Energy Laser (E-HEL) systems through a negotiated best-value acquisition. The procurement encompasses engineering services, production units, spare parts, and optional services including risk reduction studies, system engineering support, and contractor logistics support across five distinct line items. Key technical requirements mandate that systems demonstrate hard-kill capability against Group 1-2 UAS One-Way Attack systems and Group 3 UAS, achieve at least 1 kW/cm² peak irradiance at 4 km slant range, provide 60 seconds of continuous lasing at full power, and integrate onto an Army JLTV vehicle. The Government will evaluate proposals based on demonstrated range-proven data, technical design feasibility, and production capabilities, with cost evaluated separately for reasonableness and realism. The deadline for submitting questions and comments on the Draft RFP is 10:00 AM Eastern Time on February 16, 2026, with reference number DRFP-W50RAJ26RA001, and interested parties must contact Ms. Sydney Horn or Ms. Kendra Taylor to request access to the Controlled Unclassified Information Performance Work Statement and System Performance Specification.

No small business set-aside designation applies to this procurement. The Product Service Code is 1095 (Miscellaneous Weapons), and the solicitation involves multiple fixed-price and cost-plus-fixed-fee line items for production units and various support services. Proposals must be submitted electronically via DoD SAFE in five volumes with specified page limitations: Demonstrated Data (10 pages maximum), Technical Design (15 pages maximum), Production Capabilities (15 pages maximum), and Cost/Price and supporting documentation (no page limit). The Government intends to award one contract but reserves the right to award none if proposals do not meet quality and pricing standards. The actual RFP solicitation will be released on SAM.gov following the comment period, and all potential offerors are responsible for monitoring SAM.gov for the solicitation release and any subsequent amendments.
