About this file
This is a Draft Request for Proposal (RFP) for the Enduring-High Energy Laser (E-HEL) Production effort issued by the United States Army Portfolio Acquisition Executive (PAE) Fires. The Government seeks to produce and rapidly field up to 24 E-HEL systems through a negotiated acquisition conducted as a best-value tradeoff. The solicitation requests proposals across five line items: Engineering Services (Cost Plus Fixed Fee), E-HEL Production units at various quantities (2, 5, 5, or 6 units depending on option selection—Firm Fixed Price), Spares (Firm Fixed Price), Risk Reduction Special Studies/Services (Cost Plus Fixed Fee, optional), Repair and Replace System Engineering (Cost Plus Fixed Fee, optional), and Contractor Logistics Support (Cost Plus Fixed Fee, optional). The Contract Data Requirements List (CDRL) and Performance Work Statement are marked Controlled Unclassified Information (CUI) and must be requested from the Government points of contact.
Proposals must be submitted electronically via DoD SAFE in five volumes with strict page limitations: Demonstrated Data (10 pages maximum), Technical Design (15 pages maximum), Production Capabilities (15 pages maximum), Cost/Price (no page limit), and Solicitation/Offer/Award Documents with Certifications/Representations (no page limit). All proposals must demonstrate hard-kill capability against Group 1-2 UAS One-Way Attack systems and Group 3 UAS, achieve at least 1 kW/cm² peak irradiance at 4 km slant range, provide 60 seconds continuous lasing at full power, and integrate onto an Army JLTV vehicle. The evaluation prioritizes demonstrated range-proven data, technical design feasibility, and production capabilities, with cost evaluated separately for reasonableness and realism. The Government intends to award one contract but may award none depending on proposal quality and price. This Draft RFP closes for comments on January 26, 2026, at 10:00 AM Eastern Time, with the actual solicitation to be released on SAM.gov at a future date. The Product Service Code is 1095, and no small business set-aside is noted.
