About this opportunity
This draft request for proposal seeks contractor logistics support services for 12 altitude training chambers located at 11 Air Force bases. The Air Force Materiel Command Lifecycle Management Center is soliciting proposals to provide scheduled maintenance, repairs, help desk support and engineering services to sustain the altitude chambers from 2022 through 2027. Proposals will be evaluated based on the technical approach, past performance, and price, with technical factors being most important. Offerors must submit proposals by November 13, 2020.
The acquisition is designated as a total small business set-aside under NAICS code 541330 for facilities support services. The solicitation involves sustainment of over 100 spare parts for the altitude chambers, which are used to train aircrews on physiological effects of high-altitude flight such as hypoxia over a five-year period from 2022 to 2027 with an estimated value of $15 million. Pricing must be proposed using the provided matrix dividing labor hours into groups.

Sustainment/CLS of 12 Training Devices at 11 locations.
Altitude Chambers provide a locale for practical instruction in the physiology of flight in controlled and safe, but realistic, high-altitude conditions. The Chambers provide the environment for aircrew members learn to effectively handle hypoxia, hyperventilation, mechanical gas expansion, and pressure breathing. All of these stresses occur during high altitude flying and aircrew member survival depends on how well prepared they are to handle them.•Altitude Chambers provide a locale for practical instruction in the physiology of flight in controlled and safe, but realistic, high-altitude conditions.
