About this opportunity

This pre-solicitation notice announces a draft Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Air and Marine Operations (AMO) Aircraft Support Services with the U.S. Customs and Border Protection (CBP). The contract will cover a broad range of services including aircraft alterations, engineering analysis and design, fabrication and installation, heavy maintenance, and purchasing of parts and equipment. The government is seeking feedback from industry on the draft requirements, particularly the proposed labor categories and pricing template, prior to releasing the final RFP. Interested parties are requested to provide comments and questions using a provided template by June 6, 2024. The final RFP will be released at a later date with a formal question and answer process.

The contract is set aside for small businesses under NAICS code 336411 - Aircraft Manufacturing. The estimated ceiling value is $100 million with a five-year ordering period from December 2024 through December 2029. The government will use a best value trade-off approach to evaluate responses, with past experience and technical approach as the primary non-cost factors. No current incumbents are named, but the contractor must have key personnel and meet various performance, quality, security, and other requirements to obtain necessary certifications for aircraft alterations.

Original Announcement: This announcement is being posted in follow-on to U.S Customs & Border Protection’s (CBP) Request for Information (RFI) Notice #11292023 - Air and Marine Operations IDIQ - Aircraft Support Services dated December 2023.  As CBP continues to establish this requirement, the government invites interested parties to provide feedback to this draft RFP.  The Staffing Mix, for example (see Attachment #3 – Pricing template), provides a listing of labor categories that the government anticipates will be required to satisfy the various tasks over the life of the awarded IDIQ.  Any other recommended labor categories, not currently mentioned, that industry believes may be of benefit is welcomed for the government’s consideration.

Please be advised that the government DOES NOT intend to respond to questions in the draft RFP stage.  Rather, it is the government’s intent is to review all presented questions/feedback and consider those for incorporation/editing into the final RFP where applicable.  Upon release of the final RFP, interested parties will be afforded the opportunity to submit questions which will then be addressed via a subsequent RFP Amendment providing questions and answers (Q&A).

Interested parties are requested to utilize the attached questions template for submission by the requested due date of June 6, 2024 no later than 1:00pm local Washington, DC time. All questions/comments shall be forwarded via email to Nykia Warren at nykia.warren@cbp.dhs.gov.
