About this opportunity

The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is seeking consultation services for hospital accreditation compliance assessments and leadership support across its healthcare facilities nationwide. The contractor will provide comprehensive consulting to help IHS facilities maintain Centers for Medicare & Medicaid Services (CMS) Conditions of Participation and accreditation standards while serving approximately 2.8 million American Indian and Alaska Native patients across 574 federally recognized tribes. Key contract requirements include conducting gap analyses, developing corrective action plans, providing on-site subject matter expert support, offering leadership mentoring, and establishing sustainable quality improvement and patient safety programs. The contractor must deploy a minimum of three subject matter experts per facility with expertise in healthcare administration, hospital accreditation standards, quality and patient safety, facility environment, infection control, and medical staff services. Performance will be evaluated based on corrective action plan completion rates, staff education effectiveness, leadership development outcomes, and overall facility compliance with accreditation standards. This is currently a request for comments on the draft PWS only, with feedback due by December 18, 2025, submitted to Hillary Marshall (Contracting Officer) at hillary.marshall@ihs.gov.

This pre-solicitation notice includes no set-aside designations, and no incumbent contractor information or award values are specified in the posting. The contract will operate under a base period with four option years, reflecting a multi-year engagement model across the IHS facility network. No specific budget range is provided in the pre-solicitation materials at this stage. The scope encompasses facilities nationwide, representing a significant geographical footprint and substantial number of healthcare organizations requiring compliance support. Key deliverables include comprehensive gap analysis reports, corrective action plans, custom educational curricula, weekly corrective action plan updates, monthly project status reviews, and monthly program management reviews. Interested parties are invited to submit consolidated feedback on the draft PWS through either email summary format (numbered list or table) or Microsoft Word with Track Changes, with emphasis on specific references to relevant PWS sections and paragraph numbers.
